A dark face of E-Government: Examples to virtual public exposure in local Governments in the U.S.A. and Turkey

E-Devletin karanlık bir yüzü: Yerel yönetimlerde sanal kamusal teşhire ABD ve Türkiye'den birer örnek

Abstract

This study examines and explains the phenomenon of virtual public exposure on local government Web sites, as a violation of personal privacy. To this end, two examples of virtual public exposure by local governments in Turkey and the United States are studied in detail. These cases exemplify a negative aspect of the e-Government concept, which is defined as the provision of government information and services via information and communication technologies, and they are analyzed from a critical perspective.

Bu çalışmada Türkiye ve ABD’de yerel yönetim birimlerinin Web siteleri yoluyla çeşitli nedenlerle suçlu bulunan bireyleri teşhir etmesi konusu irdelenmiştir. Bu tür bir politika, kamusal bilgi ve hizmetlerin bilgi ve iletişim teknoloji yolu ile sunulması olarak tarif edilen e-Devlet yaklaşımı çerçevesinde değerlendirildiğinde, kişisel verilerin mahremiyetinin ihlali sorununun canlı bir örneğidir. Bu çalışmada, iki ülke örneği karşılaştırmalı bir şekilde incelenerek yerel yönetimlerin sanal kamusal teşhir konusundaki politikaları eleştirel bir gözle analiz edilmiştir.
