THE OCCUPATION OF İZMİR FROM THE PERSPECTIVE OF A POLICEMAN

Abstract

Sergeant Hulusi Efendi, who started to work shortly before the land troop of Greeks to Izmir, wrote a five-page report on before and after the occupation. In this report, which was never used by the investigators, police sergeant expressed his witnesses and sensations ten days after the occupation. This study, which is prepared from some secondary sources with the Prime Ministry Ottoman Archive, covers the date of May 15, 1919 and the following events. After addressing the attitudes of the Greek Cypriots before the occupation, Hulusi Efendi concentrated mainly on the days of the invasion. The report also contains original information as well as generally accepted information. In particular, Izmir polices’ attitudes are unfold during the invasion. In addition, Hulusi Efendi, who was in a room at the government house at the time, does not provide a satisfactory information about the first bullet issue. Because he did not mention the name of any one since he did not witness the case. In addition it is discussed in the report that how the patriotic polices struggled with heart and soul and the soldiers who were martyred by Greek soldiers. Hulusi Efendi’s report set Directorate General of Security in motion and safety inspector Azmi Bey who shows reckless misconduct, is interpellated. However, it has not yet been determined that whether Azmi Bey responded to inquiry. Thus, the confirmation of the information in the report is requested. Consequently, in this study, it is revealed of desperateness of Izmir police, who was silent to the occupation by the provisions of the Armistice of Mondros and could not resist, from the perspective of police sergeant.

Özet

Yunanlıların İzmir’e asker çıkartmasından kısa bir süre önce göreve başlayan Komiser Muavini Hulusi Efendi, işgal öncesi ve sonrası dair birbirini tamamlayan beş sayfalık bir raporda kaleme almıştır. Araştırmacılar tarafından daha önce hiç kullanılmayan bu raporda komiser muavini, işgalden on gün sonra şahitliklerini ve duyumlarını ifade etmiştir. Başbakanlık Osmanlı Arşivi ile bazı ikinci dereceden kaynaklardan hazırlanan bu çalışma, 15 Mayıs 1919 gününü ve hemen akabinde yaşananları kapsamaktadır. Hulusi Efendi, işgal öncesi Rumların tutumlarına değindikten sonra ağırlıklı olarak işgal günü meydana gelen olaylara yoğunlaşmıştır. Raporda, genel kabul görenlerin yanı sıra özgün bilgiler de yer almaktadır. Bilhassa İzmir polisinin işgal sırasındaki tavrı gözler önüne serilmektedir. Ayriyeten o sırada hükümet konağında bir odada bulunan Hulusi Efendi, ilk kurşun meselesi hakkında doyurucu bir bilgi vermemektedir. Zira tanıklık etmediği olayda isim zikretmemiştir. Yine vatanperver polislerin canla başla nasıl mücadele ettikleri ile Yunan askerleri tarafından şehit edilen polisler de rapora yansımıştır. Komiser Muavini Hulusi Efendinin raporu, Emniyet-i Umûmiye Müdüriyetini harekete geçirmiş ve işgalde umursamaz bir davranış gösteren İzmir Emniyet Müfettişi Azmi Beyden bilgi istenmiştir. Lakin emniyet müfettişinin cevap verip vermediği henüz tespit edilememiştir. Böylelikle rapordaki bilgilerin teyidi de alınmak istenmiştir. Netice itibarıyla bu çalışmada: Mondros Mütarekesi hükümlerince işgale sessiz kalan, direnemeyen İzmir polisinin çaresizliği bir komiser muavininin kaleminden ortaya konulmuştur.
