SINGLE PARTY REGIMES, AND SINGLE PARTY RULE IN TURKEY FROM THE CORPORATIVE THEORIST MIHAIL MANOILESCO’S POINT OF VIEW (1936)

Abstract
One of the most referenced sources in the studies conducted regarding the single party era is the Political Parties written by the political scientist Maurice Duverger. The dissertations advocated by Duverger in his work are frequently practiced upon in researches as they are deemed to be external criticism for the single party ruling. When Duverger was drawing up this work of his, he has received support from Tarık Zafer Tunaya. Tunaya, while supporting dissertations of Duverger in his own works, had an influence on the shaping of the academic literature in Turkey. The works of Duverger and Tunaya were the works that were prepared after the end of the single party ruling. During the single party ruling era, the only name reviewing Turkey and positioning Turkey among the contemporaries is the Romanian economist Mihail Manoilesco. Manoilesco, in his work Le parti unique: Institution politique des regimes nouveaux published in 1936, theoretically defined the single part regimes and addressed and reviewed Soviet Russia, Italy, Germany, Portugal and Turkey that were ruled by single party regime at that particular era. In this article, both the opinions of Manoilesco on Turkey and the form of corporatism influence on Turkey in the period between two World Wars.

Tek parti dönemi konusunda yapılan çalışmalarda en fazla başvurulan kaynaklardan biri, Fransız siyaset bilimci Maurice Duverger’in Siyasi Partiler adlı eseridir. Duverger’in çalışmasında savunduğu tezler, tek parti yönetiminin dışarıdan eleştirisi olarak kabul edildiği için, araştırmalarda sıklıkla kullanılmaktadır. Duverger bu çalışmasını hazırlarken, Tarık Zafer Tunaya’dan yardım almıştır. Tunaya kendi çalışmalarında Duverger’in tezlerini desteklerken, bir anlamda Türkiye’deki akademik literatürün şekillenmesine de etki etmiştir. Duverger ve Tunaya’nın çalışmaları tek parti dönemi bittikten sonra hazırlanan eserlerdi. Tek parti dönemi sürerken, Türkiye’yi inceleyen ve çağdaşları içerisinde konumlandıran ilk isim, Romanyalı ekonomist Mihail Manoilesco’ydu. Manoilesco 1936’da yayımladığı Le parti unique: Institution politique des regimes nouveaux adlı çalışmasında, tek partili yönetimleri kurumsal olarak tanımlamakta ve o dönemde tek partiyle yönetilen Sovyet Rusya, İtalya, Almanya, Portekiz ve Türkiye’yi ele alıp incelemektedir. Bu makalede hem Manoilesco’nun Türkiye konusundaki görüşlerine hem de iki savaş arası dönemde korporatizmin Türkiye’yi etkileme biçimine yer verilecektir.
