The Political Developments during the September 12th Interim Regime (1980-1983)

Abstract

After the Memorandum of March 12, 1971, the coup, which became a tradition for the military, was not delayed when the multiparty and fragmented powers were added to the poorly managed economy and the social tension was directly influenced by this process. The military administration, which carried out the coup on September 12, 1980 and established its power in the country, tried to replace the politicians and parties that it considered responsible for the negativity in the process leading to the coup by isolating them from the order that it wanted to establish and continue. Another important goal in this process has been to implement a power that will not judge its own periods and practices after handing over the administration. With the constitution of 1982 and the parties they created, they aimed to participate effectively in civil politics, but were unable to interfere with the result that the people pulled out of the ballot box. However, the role of the army in the state mechanism has opened the door to new discussions.

Özet

12 Mart 1971 Muhtırası sonrasında çok partili ve parçalı iktidarlara, kötü yönetilen bir ekonomi ile bu sürecin doğrudan etkilediği sosyal gerilim de eklenince, ordu için bir gelenek haline gelen darbe gecikmemiştir. 12 Eylül 1980’de darbeyi gerçekleştiren ve ülkede iktidarını kuran askeri yönetim, darbeye giden süreçteki olumsuzluklardan sorumlu gördüğü siyasetçileri ve partileri, yeni kurup devam ettirmek istediği düzenden tecrit ederek yerine yenilerini koymaya çalışmıştır. Bu süreçte diğer önemli bir hedef, yönetimi devrettikten sonra kendi dönemlerini ve uygulamalarını yargılamayacak bir iktidarı hayata geçirmek olmuştur.1982 Anayasası ve kurdurdukları partiler ile sivil siyasete etkin müdahil olmayı hedeflemişler ancak halkın sandıktan çıkardığı sonuca müdahale edememişlerdir. Bununla birlikte ordunun devlet mekanizması içerisindeki rolü, yeni tartışmalara kapı aralamıştır.
