City councils in terms of participatory democracy: A critical assessment

Abstract
Shortcomings of representative liberal democracy have led to the proliferation of the theory and practice of participatory democracy all over the world. However, participatory democracy is not without its problems. New participatory mechanisms emerged in response to rising demand for direct citizen participation have brought about many problems and dilemmas. This study attempts to discuss the problems and dilemmas involved in participatory arrangements utilizing the case of city councils which were created for enhancing participatory democracy at the local level in Turkey. The study concludes that new participatory mechanisms like the city councils may not be able to escape from their own pitfalls, much less remedy for the shortcomings of representative democracy.
Özet
Temsili liberal demokrasinin yetersizlikleri, katılımcı demokrasi kuram ve pratiğinin tüm dünyada hızla gelişmesine yol açmıştır. Ancak, katılımcı demokrasi sorunsuz değildir. Doğrudan yurttaş katılımı yönünde artan talebe karşılık olarak oluşturulan yeni katılımcı mekanizmalar, birçok sorunu ve açmazı beraberinde getirmektedir. Bu çalışmada, Türkiye'de yerel düzeyde katılımcı demokrasiyi geliştirmek için oluşturulan kent konseyi örneğinden faydalanarak katılımcı düzenlemelerin getirdiği sorunlar ve açmazlar tartışılmaktadır. Çalışmada kent konseyleri gibi yeni katılımcı mekanizmaların temsili demokrasinin yetersizliklerine çare olmak şöyle dursun, kendi sorunlarından kurtulamayabileceği sonucuna varılmıştır.
