The structure of regional poverty in Turkey and anti-poverty policies

Abstract
Poverty is one of the most critical socio-economic problems the world is facing today. All governments prepare poverty mitigation programs and endeavor to implement them.Poverty, in this sense, is the situation of being deprived of the income level necessary for maintaining the minimum standard of living. The measurement of poverty, which has numerous socio-economic causes, leading to significant consequences, is of utmost importance. Methods generally used to measure poverty are the Food Energy Intake Method, Cost of Basic Needs Method and Food Share Method. Experiences of poverty in different geographical parts of the world reveal that poverty stems from different reasons and manifests itself in different forms. This paper attempts to set forth alternative policy practices on the basis of the picture of regional poverty in Turkey as demonstrated in the Statistical Region Unit Classification Level 2.
Özet
Yoksulluk günümüz dünyasının karşı karşıya olduğu en önemli sosyal ve ekonomik sorunlardan birisidir. Tüm yönetimler yoksulluğun azaltılması için programlar hazırlamakta ve bunları uygulamaya çalışmaktadırlar. Birçok sosyoekonomik nedeni olan ve süreç sonunda çok önemli sonuçları da bulunan yoksulluğun ölçülmesi çok fazla önem taşımaktadır. Yoksulluğun ölçülmesinde bu çalışmada da değinilen birçok yöntem mevcuttur. Farklı coğrafyalarda yaşanan yoksulluk deneyimleri, yoksulluğun değişik nedenlerden kaynaklandığını ve farklı şekillerde ortaya çıkabileceğini ortaya koymaktadır. Bu durumda, birbirinden ayrı özellikler taşıyan deneyimler için farklılaştırılmış politikaların uygulanması gerekmektedir. Bu çalışmada, Türkiye 'de İstatistikî Bölge Birimleri Sınıflaması Düzey 2 ayrıntısında ortaya konmuş olan yoksulluk olgusu karşısında alternatif politikalar ortaya konulmaya çalışılmıştır.
