Abstract

In this research, it is aimed to determine the appropriateness of the primary school yards with the Turkish legislation according to the opinions of school administrators. Within this general aim, the questions sought answer. According to the opinions of school administrators: (1) Are the use areas of school yards regulated in accordance with the Occupational Health and Safety Law No. 6331?(2) Are the usage areas of school yards arranged in accordance with the Yeter Physical Competence Standards of Primary Schools TS (TS 9518)?Quantitative research method and survey model were used in the study. The study group consisted of 59 school administrators working in Çankaya primary schools in the 2017-2018 academic year. The school adminsitrators’ opinions on legislation were identified with the “Survey of School Administrators’ Opinions on Schoolyards’ Appropriateness to the Legislation”. The survey items were based on TS 9518 standards and the “Occupational Health and Safety Law” by the researcher based on the related legislation. Statistical Package for Social Sciences 20 (IBM SPSS Statistics 20) was used for data analysis. Descriptive statistics including techniques such as percentage, frequency, arithmetic mean were used to analyze the data. Based on the findings of the study, it is concluded that there are someinconsistencies between the current situation of the school yards in Çankaya district and the school gardens in the legislation and that the school yards are inadequate to meet the needs of students and teachers.Although there is no detailed and comprehensive legislation on the area of school yardss per student or the areas that school yards should have, it is concluded that the area per student is low and not sufficient in most schools when compared with the literature review and current legislation. In other words, the areas of the schoolyards are not large enough and that the student population of the school is not adjusted according to the physical competence of the school.Secondly, except one, it has been determined that necessary measures have been taken for school yards. No school grounds are covered with rubber material except for green areas in the yard. The reasons for this may be that expensive soft materials such as rubber material may be expensive. Thirdly, infrastructure installations (water,telephone, sewerage) measures in the school yards are taken in many schools and measures are taken for infrastructure problems; it is concluded that these issues are given priority in schools. According to the opinions of the school administrators, one ofthe TS 9518 standards regarding the car parks in the schools is not applied in the schools: Although there is a closed car park in the schools, there is no closed car park. In most schools, the areas where vehicles are parked are fenced and so on. It is not protected by snow and icy weather conditions, there are no separate pedestrian paths in the area and there are no closed parking lots in the schools. In addition, in some schools, school personnel park their vehicles outside the school yard because of the lack of space. Lastly, most of the standards of TS 9518 regarding the regulations of disabled individuals in schools are applied in schools, but at least 1.20 m. wide pedestrian roads and disabled parking standards not far from the entrance to the school are not applied in most schools. In the literature surveys during the research process, it was determined that the national legislation on school yards was included in different regulations and they did not have a holistic nature. The preparation of holistic and tidy legislation on school playgrounds can be of practical value to researchers and practitioners. In order to make savings in schools, it has been noticed that some practices and regulations are not implemented in school yards, but it may be suggested that a separate budget should be allocated for school yards arrangements in view of the fact that savings in education should not come to the fore. Bu araştırmada, ilkokul bahçelerinin mevzuata uygunluğunun okul yöneticilerinin görüşlerine göre belirlenmesi amaçlanmıştır. Bu kapsamda okul bahçelerine ilişkin mevzuat incelenerek okul yöneticilerinin görüşlerine dayalı olarak ilkokul bahçelerinin ilgili mevzuata uygunluğu değerlendirilmiştir. Araştırmanın çalışma gurubunu 2017-2018 akademik yılında Çankaya ilkokullarında çalışan 59 okul yöneticisi oluşturmuştur. Araştırmada nicel araştırma yöntemi ve tarama modeli kullanılmıştır. Okul yöneticilerinin mevzuata ilişkin görüşleri, TS 9518 standartları ile İş Sağlığı ve Güvenliği Kanunu”na dayalı olarak geliştirilen “Okul Yöneticilerinin İlkokul Bahçelerinin Mevzuata Uygunluğuna İlişkin Görüşleri Anketi” ile; ilkokul öğretmenlerinin okul bahçelerine görüşleri ise; literatüre dayalı olarak araştırmacı tarafından geliştirilen ” İlkokul Öğretmenlerinin Okul Bahçelerinin Kullanımına İlişkin Görüşleri Anketi” formu ile belirlenmiştir. Verilerin analizinde Sosyal Bilimleri için İstatistik Paket Programı 20 (IBM SPSS Statistics 20) kullanılmıştır. Verilerin çözümlenmesinde yüzde, frekans, aritmetik ortalama gibi teknikleri içeren betimsel istatistiklerden yararlanılmıştır. Çalışma sonucunda, Çankaya ilçesindeki okul bahçelerinin mevcut durumları ile mevzuatta yer alan okul bahçeleri arasında bazı uyumsuzlukların olduğu, okul bahçelerinin öğrencilerin ve öğretmenlerin ihtiyaçlarını karşılamada yetersiz kaldığı sonuçlarına ulaşılmıştır.
