A Dystophic Approach on Relation of Power and Technology: Criticism of the Urban Security Management System Centers

Abstract

Taking the social body in hand by discipline is essential for progression of the power. It is tought that in order to take the society under control, the usage of the technologies of that time by the power is extremely important. The power has achieved to discipline the body by using the technologies of that time successfully. During disciplining the body, it is generally acted with the statement that the disciplining practises will be useful to the people and ensure freedom. People are aimed to feel watched constantly by the power. Even tough they are not watched all the time, individuals are expected to think as they are watched constantly and organise their behaviours according to that. Urban security management system centers are exceedingly important for the power to observe the data acquired by different sources, make them meaningful and control over people. In this study, it is aimed to reveal the dystophic similarities between urban security management system centers which provide the systematic observation of people in Turkey and the speed dome cameras used in the centre.

Özet

Toplumsal bedenin terbiye edilerek denetim altına alınması, iktidarların devamlılığı için hayati önem taşımaktadır. Yaşanılan toplumun denetim altına alınabilmesi için o dönemin teknolojilerinin iktidarlar tarafından kullanımının son derece önemli olduğu düşünülmektedir. İktidarlar döneme ait teknolojileri başarılı şekilde kullanarak bedeni terbiye etmesini başarabilmişlerdir. Beden terbiye edilirken genelde terbiye edici pratiklerin kişilere faydalı olacağı ve özgürlük sağlayacağı söylemiyle hareket edilmektedir. İnsanlarda iktidarın sürekli bir biçimde kendilerini izlediği hissinin oluşturulması amaçlanmaktadır. Sürekli biçimde izlenmeseler bile, kişilerden sürekli izlendiklerini düşünmeleri ve hareketlerini buna göre düzenlemeleri beklenmektedir. Kent güvenlik yönetim sistemi merkezleri farklı kaynaklardan elde edilen verileri gözetlemede, anlamlı hale getirmede ve insanlar üzerinde denetim oluşturmada iktidarlar için fazlasıyla önemlidir. Bu çalışma Türkiye’de insanların sistematik biçimde gözetlemelerini sağlayan kent güvenlik yönetim sistemi merkezlerinin ve bu merkezde kullanılan speed dome kameraların distopik benzerliklerini ortaya koymayı amaçlamaktadır.
