The role of municipalities in building production process

Abstract

Building production process starts with the need for a structure in which various activities can be carried out. In building production process, where a lot of actors take part from the first stage to the last stage, some actors partake in production directly and form the environment of production. The municipalities partcipating directly or indirectly in different stages of building production are among important actors. In this study, building production process and actors taking part in this process were examined, and authorities and responsibilities of municipalities in building production process were emphasized within the framework of related laws and regulations. All actors in building production process should ensure production to be economic, qualified, durable and sensitive towards the environment. The production of high quality service is only possible if all participants of building production process execute their responsibilities and duties.

Özet

Yapı üretim süreci, içerisinde çeşitli eylemlerin gerçekleştirebileceği bir yapıya gereksinim duyulmasıyla başlamaktadır. İlk aşamasından son aşamasına kadar pek çok aktörün rol aldığı yapı üretim sürecinde üretime doğrudan katılan ve üretimin çevresini oluşturan aktörler bulunmaktadır. Yapı üretim sürecinin çeşitli aşamalarına doğrudan ya da dolaylı yolla katılan belediyeler önemli aktörlerden biridir. Bu çalışmada, yapı üretim süreci ve bu süreçte rol alanlar irdelenmiş, belediyelerin yapı üretim sürecindeki yetki ve sorûmlulukları ilgili yasa ve yönetmelikler çerçevesinde vurgulanmıştır. Yapı üretim sürecindeki tüm aktörlerin üretimin kaliteli, dayanıklı, çevreye duyarlı ve ekonomik olmasını sağlaması gerekmektedir. Nitelikli hizmet üretilmesi yapı üretim sürecindeki tüm katılımcıların sorumluluk ve görevlerini yerine getirmesiyle mümkündür.
