Agricultural research policies of Turkey: Evaluation of research organization and implementations

Abstract
At the beginning of a new century, one of the indicator that shows the level of development of the countries is the money earmarked for research from Gross Domestic Product (GDP) and number of the researchers who work for research and development. In terms of these indicators, the scientific and technological level of Turkey is far beyond the developed countries and even under the most of the developing countries. Although, agriculture is still one of the important sectors in the development of the country and the improvement of living standard of the society, the money and researchers earmarked for agricultural research are far beyond the sufficient level. Moreover, the problems such as physical infrastructure, body of the current law, organization and management are faced during the agricultural researches. In this study, importance of research and development, current situation of general and agricultural researches, problems faced in agricultural research and solutions in Turkey have been investigated.
Özet
Yeni bir yüzyıla girdiğimiz bu günlerde, ülkelerin gelişmişlik düzeyini belirleyen göstergelerden birisi de bilimsel araştırmalara GSYİH' dan ayrılan pay ve Ar-Ge faaliyetlerinde çalışan insan sayısıdır. Bu göstergeler açısından ülkemizin bilimsel ve teknolojik Ar-Ge düzeyi irdelendiğinde gelişmiş ülkelerden oldukça geri olduğu, hatta geri kalmış ülkeler durumunu yansıttığı görülmektedir. Ülkemiz ekonomisi içerisinde oransal olarak azalan yerine rağmen ülke kalkınması ve toplumun hayat standardının yükseltilmesinde önemli bir sektör olma özelliğini koruyan tarım alanında ise araştırmalara ayrılan ödenek ve insan gücünün yeterli olduğunu söylemek güçtür. Ayrıca, bu alanda yürütülmekte olan araştırmalarda karşılaşılan fiziksel altyapı, yasal çerçeve (mevzuat), örgütlenme ve yönetim gibi çeşitli sorunlar, ülkemizin tarımsal araştırma çalışmalarında arzu edilen düzeyde bulunmadığını göstermektedir. Bu çalışmada Ar-Ge'nin önemi, ülkemizin genel ve tarımsal araştırma çalışmalarının mevcut durumu, tarımsal araştırmalarda karşılaşılan sorunlar ve bu sorunların çözümlenmesi için gerekli önlemler incelenmiştir.
