Ahmet Mithat Efendi’s Views on Free Trade Versus Protectionism As Expressed in His Work “Ekonomi Politik”

Ahmet Mithat Efendi’nin “Ekonomi Politik” Adlı Eserinde İktisadî Serbestiyet ve Korumacılık Düşünceleri

Abstract

A prolific intellectual of the late Ottoman period who wrote in almost all literary genres, Ahmet Mithat Efendi (1844-1912) also took a keen interest in economics, on which he authored two works titled Ekonomi Politik (Political Economy) and Hallu’l-Ukad (Untying the Knots). In his book Ekonomi Politik he drew upon a handbook by the Belgian politician and economist Brusker (Charles de Brouckère), a point he made clear in the book’s preface. Although he occasionally quoted Brusker in the work, he explicitly raised certain objections to the author.Familiarizing his readers with the basic concepts of economics in his Ekonomi Politik, Ahmet Mithat Efendi also articulated his recommendations about the economic policies which he believed to be necessary for the Ottoman Empire. In the debate on free trade versus protectionism, a hot topic from the second half of the 19th century, he advocated the latter, and tried to explain his rationale behind his opinion. This paper discusses Ahmet Mithat Efendi’s views on economic protectionism and free trade as stressed in certain chapters of his Ekonomi Politik, a topic that was under debate among the contemporary Ottoman economists and statesmen and also survived into the agenda of the newly-established Republic of Turkey.

Son dönem Osmanlı aydınlarından Ahmet Mithat Efendi (1844-1912), edebiyatın hemen hemen her türünde eserler vermiş; bunun yanı sıra iktisatla da ilgilenerek bu hususa dair Ekonomi Politik ve Hallu’l-Ukad adlı kitapları yazmıştır. Ahmet Mithat Efendi, Ekonomi Politik adlı eserini yazarken Belçikalı iktisatçı Brusker’in bir risalesinden faydalanmış ve kitabın ön sözünde de bunu ifade etmiştir. Her ne kadar zaman zaman Brusker’den alıntılar yapmışsa da kendisine katılmadığı hususları açıkça ifade etmiştir. Ekonomi Politik’te iktisadın temel kavramlarıyla ilgili bilgiler veren ve Osmanlı Devleti’nin uygulamasını gerekli gördüğü iktisat politikalarına dair tavsiyelerde bulunan Ahmet Mithat Efendi, 19. yüzyılın ikinci yarısından itibaren gündeme gelen liberalizm-korumacılık ikileminde korumacılıktan yana tavır koymuş ve bunun nedenlerini de izah etmeye çalışmıştır. Makale, Osmanlı iktisatçıları ve devlet adamları arasında tartışılan ve yeni kurulan Türkiye Cumhuriyeti’ne de intikal eden iktisadî korumacılık ve serbestiyet düşüncelerine Ahmet Mithat Efendi’nin Ekonomi Politik adlı eserindeki yaklaşımını ele almaktadır.
