An overview to the transformation of urban spaces in the context of public deliberation and public relations in the process of neoliberalism

Neoliberalizm sürecinde kentsel mekânların dönüşümüne kamusal müzakere ve halkla ilişkiler açısından bakış

Abstract

This study aims to discuss the effects of neoliberal urbanization process on the urban spaces and creating function of a dynamic public sphere and the contributi- ons of the process of the deliberative participation of public relations on the basis of de- liberative democracy. In addition, the demolishing process of the Emek Cinema which is an issue of the public deliberation and takes part in centre of the process of neolibe- ral urbanization has been focused on the transformation ways of reconciliation through public deliberation. The model of “Consensus-Oriented Public Relations” (COPR) ba- sed on Habermas’s the Theory of Communicative Action (TCA) is used as an analytical framework for the planning and evaluation processes of public relations in situations of conflict. It is analyzed as the practices of public relations of the Municipality of Beyoglu concerning Emek Cinema project in terms of COPR model.

Özet

Bu çalışmada, neoliberal kentleşme sürecinin kentsel mekânlar üzerindeki etkile- rinin ve kamusal tartışma/müzakereci demokrasi kavramları temelinde halkla ilişkilerin dinamik bir kamusal alan oluşturma işlevinin ve müzakereci katılım sürecine katkıları- nın tartışılması amaçlanmıştır. Ayrıca, neoliberal kentleşme sürecinin odağında yer alan ve kamusal bir tartışmaya konu olan Emek Sineması’nın yıkılması sürecinin kamu- sal müzakere yoluyla uzlaşıma dönüşme yolları üzerinde durulmuştur. Habermas’ın ile- tişimsel eylem kuramına dayanan “Consensus-Oriented Public Relations” (COPR) mo- deli, çatışma durumlarında halkla ilişkilerin planlama ve değerlendirme aşamaları için analitik bir çerçeve olarak kullanılmıştır. Beyoğlu Belediyesi'nin Emek Sineması proje- sine ilişkin halkla ilişkiler uygulamaları COPR modeline göre çözümlenmiştir.
