Abstract

In urban planning literature, the 1930’s represent a special period during which the first scientific theories being aimed at conceptualizing the modern city with its peculiar spatial organization and interconnected mixed functions emerged. This pe- riod also represents the beginning of national level efforts for improving the urban ser- vices in Turkey, and local administrations had been empowered with certain new duties and authorities by the central government. The plan of the town of Kayseri have been prepared by Prof. Kemal Ahmet Arû under the strategic advisory of Prof. Gustav Oelsner represents one of the early examples of land use plan in Turkey. This study aims first at assessing the first spatial development plan of the town of Kayseri as one of the earliest examples of Prof. Kemal Ahmet Arû’s work, and second at examining the role of the local administration and the influences of Osman Kavuncu within the imple- mentation process of the plan in the period between 1930 and 1965.

Özet

Kent planlama literatürü açısından 1930’lu yıllar, modern kenti iç içe geçmiş farklı işlevleri ve kendine özgü mekansal düzenlemeleriyle kavramlaştırmayı amaçlayan kuramsal çalışmaların ortaya çıkmaya başladığı bir dönemdir. Türkiye’de de ulusal dü- zeyde kentsel hizmetlerin iyileştirilmesi yönünde projelendirme ve uygulamalara baş- lanma kararlarının alındığı, yerel yönetimlere yeni yetkilerin verildiği bir dönemi temsil eder. Bu dönemde Kayseri’de 1943 yılında Prof. Kemal Ahmet Arû tarafından Prof. Gustav Oelsner başkanlığında hazırlanan plan, hem Arû’nun ilk planlarından olması hem Belediye Başkanı Osman Kavuncu’nun plan uygulama sürecindeki kararları açı- sından Türkiye’de kent planlama tarihinin önemli belgelerinden biridir. Çalışma söz konusu planı, hazırlık sürecinden uygulanmasına kadarki dönemde (1930-1965) ortaya çıkan değişimlerle birlikte ele almaktadır
