Abstract

"Consulting" is one of the problem-solving mechanisms, which almost eveıy individual frequently tends to use. This function is more essential for managers in the position of decision-making and implementation. Yet, it can hardly be said that the importance of the consulting function has been duly comprehended and adopted in Turkish public administration. This study theoretically examines the subject of consulting, and then draws a general framework for the current state of consulting in Turkish public administration.

Özet

"Danışma ", toplum içinde yaşayan her bireyin başvurduğu sorun çözme yöntemlerinden birisidir. Bu işlev, kamu yönetiminde karar alma ve uygulama pozisyonunda bulunan yöneticiler için daha çok Önem taşır. Ancak, Türk kamu yönetiminde danışma işlevinin bu öneminin doğru algılandığını ve gereğinin yapıldığını söylemek zordur. Bu çalışmada danışma konusu Önce kavramsal olarak incelenmiş daha sora ise Türk kamu yönetimindeki danışma olgusunun genel çerçevesi çizilmeye çalışılmıştır.
