EVALUATION OF THE CHILD FRIENDLY URBAN MANAGEMENTS BY THE CHILDREN: BURSA CASE

ÇOCUK DOSTU KENT YÖNETİMLERİNİN ÇOCUKLAR TARAFINDAN DEĞERLENDİRİLMESİ: BURSA ÖRNEĞİ

Abstract

Policies that everyone would feel themselves civic and happy are desired to be developed within urban management. This aim is expressed as ‘child friendly city’ in the aspect of children. Creating child friendly spaces within cities in order to provide the children’s safe access to the rights of playing games and development is among one of the most important duties of local managements. To this end, significant projects and applications have been implemented in the world and in Turkey in recent years. Within the study, which supports the argument that local managements’ taking an active role during this period would be useful, child friendly city concept is mentioned principally and the necessary theoretical framework is formed on the basis of the applications implemented in Turkey in this context. In the last part of the study, we touch on the findings of field research done regarding how child friendly do the children in Bursa find the city where important facilities related with child friendly city studies are implemented.

Özet

Kent yönetiminde, kentte yaşayan herkesin kendisini kente ait ve mutlu hissedebileceği politikalar geliştirmek istenmektedir. Bu hedef çocuklar boyutunda “çocuk dostu kent” olarak ifade edilmektedir. Çocukların oyun ve gelişim haklarına güvenle erişimlerini sağlamak amacıyla kentlerde çocuk dostu mekânlar yaratmak yerel yönetimlerin üzerine düşen en önemli görevler arasındadır. Bu amaçla son yıllarda dünyada ve Türkiye’de önemli proje ve uygulamalar hayata geçirilmiştir. Bu süreçte, yerel yönetimlerin daha aktif rol almasının yararlı olacağı savının desteklendiği çalışmada öncelikle; çocuk dostu kent kavramına değinilmekte ve bu kapsamda Türkiye’de gerçekleştirilen uygulamalar üzerinden gerekli teorik çerçeve oluşturulmaktadır. Çalışmanın son bölümünde ise çocuk dostu kent çalışmalarında önemli faaliyetler yürüten Bursa’da çocukların kenti ne kadar çocuk dostu bulduklarına dair yapılan alan araştırması bulgularına yer verilmektedir.
