The representation problem of differences and the public sphere

Abstract

In recent years, the problem of representation of differences in the public sphere has been one of the highly disputed issues on the agenda of Turkey as well as of the world. The ambiguity over the notion of public sphere has caused the attribution of a variety of meanings to the concept of “the public”, depending on political preferences and arbitrary political implementations led by these various meanings. One of the reasons for such ambiguity is that the notion is not only a category of history but also a category of thought. Therefore, thoughts/constitutions about “publicity” not only have evolved throughout history, but have also been studied by philosophers in the context of different concepts and states. The major aim of this study is to clarify the concept of the “public sphere.” In the first chapter, the development of publicity as a historical category will be portrayed. In the second chapter, philosophical determinations will be ex- amined. In the conclusion section, distinctions about the concept will be made, and conclusions will be drawn on the representation of differences in the public sphere.

Özet

Son yıllarda Türkiye ve dünya gündeminde tartışılan konulardan biri farklılıklar ve kamusal alan sorunudur. Ne var ki kamusal alan kavramına ilişkin kavram karmaşası „kamusal‟a siyasi tercihlere bağlı çeşitli anlamlar verilmesine ve bunun sonucu olarak farklılıklar konusunda keyfi siyasi uygulamalara neden olmaktadır. Kamusal alan kavramına ilişkin belirsizliğin bir nedeni kamusallığın hem tarihin hem de düşüncenin bir kategorisi olmasıdır. Böylelikle kamusallıkla ilgili oluşumlar/düşünceler hem tarih içinde dönüşerek günümüze gelmiş, hem de filozoflar tarafından farklı durumlarla ve farklı kavramlarla ilişkili olarak ele alınmıştır. Bu çalışmanın öncelikli amacı kavramı açık kılmaktır. Bu amaç doğrultusunda, birinci bölümde, tarihsel bir kategori olarak kamusallığın gelişimi serimlenecek; ikinci bölümde, felsefe tarihinde kavram hakkında yapılmış olan belirlemeler incelenecektir. Çalışmanın sonuç bölümünde, kavrama dair ayrımlar yapılacak ve bu ayrımlar doğrultusunda kamusal alanda “farklılıkların temsili” meselesi hakkında sonuç çıkarılmaya çalışılacaktır.
