The Evaluation of Own Revenue of the Municipalities During the Localization Process

Abstract

The States have ended up adopting the localization policies in order to ensure the circulation of the capital liberalized as the consequence of globalization. This transformation, which requires or a transfer of services and resources from center to local, has been realized in Turkey by means of transfer of services rather than allocation of financial resources. It is noteworthy that the types and values of the taxes and fees to be collected by the municipalities in return of extending services to be provided and the extension of service area have not been increased, and the proportion of these revenues in the budget is seen to be gradually decreasing. In addition, a significant portion of local taxes and fees cannot be collected on account of noncompliance with the technological developments. This article will address the necessity of revision of taxes and fees to be collected by the municipality in accordance with changing conditions as a result of enforcement capability.

Özet

Devletler, küreselleşmenin bir sonucu olarak serbestleşen sermayenin dolaşımını sağlamak üzere yerelleşme politikalarını uygular hale gelmişlerdir. Yerelleşme süreciyle beraber merkezden yerele hizmet ve kaynak aktarımını gerektiren bu dönüşüm Türkiye'de mali kaynak tahsisinden çok hizmetlerin aktarılması şeklinde gerçekleşmiştir. Belediyelerin sunacağı hizmetlerdeki artış ile görev alanındaki genişleme karışışında tahsil edeceği vergi ve harçların türleri ile değerlerinin artırılmaması dikkat çekmekte olup, bu gelirlerin bütçe içerisindeki oranının ise giderek azaldığı görülmektedir. Ayrıca yerel vergi ve harçların önemli bir kısmı da teknolojik gelişmelere uyum sağlanamaması nedeniyle tahsil edilememektedir. Bu makalede belediyenin tahsil edeceği vergi ve harçların uygulama kabiliyeti ile değişen koşullar çerçevesinde revize edilmesinin gerekliliğine değinilecektir.
