THE BACKGROUND OF TSARIST RUSSIA’S MEDITERRANEAN POLICY

Abstract
The Russians, who emerged around today’s Kiev, were not a nation foreign to water and seas. They are known to have come down to the Mediterranean with the purpose of trade and robbery since the Xth. century. In XIth.-16th centuries, for various reasons, the Russians were unable to come to the south. But the Russian Orthodox considered Moscow to be the “Third Rome” and thought that they would seize the territory from Istanbul to Rome one day. Tsarist Russia’s Mediterranean policy was formed on this basis. Peter the Great, who had strengthened Russia, bequeathed to his successors the task of going down to the warm seas. Katerina the II, one of his successors, was the first to succeed in sending the Russian navy to the Mediterranean Sea. It was essential for Russia to have access to the Mediterranean - the intersection of international trade - to become the giant of the world. The Russian Empire, until its collapse in 1917, tried inevery way to maintain a naval presence in the Mediterranean and to stake a claim to Istanbul and the Bosporus, but it was had been only partially successful

Kiev çevresinde ortaya çıkan Ruslar su ve denizlereyabancı bir millet değildi. Daha X. yüzyılda Rusların ticaret ve soygun amacıyla Akdeniz'e kadar geldikleribiliniyor. Ruslar, XI-XVI. yüzyıllarda çeşitli sebeplerden dolayı güneye inememişlerdir. Fakat Ortodoksolan Ruslar Moskova'nın "Üçüncü Roma" olduğunu veİstanbul'dan Roma'ya kadar uzanan toprakları bir günelde edeceklerini düşünüyorlardı. Çarlık Rusyası'nınAkdeniz politikasının temelinde de bu yatıyordu. Rusya'yı güçlendiren I. Petro haleflerine sıcak denizlereinmeyi büyük tarihi bir politik miras olarak bırakmıştır.Onun haleflerinden II. Katerina ilk defa Akdeniz'e Rusdonanması göndermeyi başarmıştır. Rusya'nın birdünya gücü olmasını sağlaması için uluslararası ticaretin kesiştiği nokta olan Akdeniz'de var olması şarttı.Rusya İmparatorluğu'nun yıkıldığı 1917 yılına kadar,Akdeniz'de kalıcı olmak, İstanbul'a ve Boğazlara sahipolmak için her yolu denemiş ancak bunda kısmen başarılı olabilmiştir
