Özet

D iplomatik görüşmelerde her iki taraf da ortak bir dili en iyi şekilde bilse bile kendi dillerinde konuşmaları ve bu diller arasında aracılık yapacak bir çevirmen olması her zaman tercih nedenidir. Bunun ardında iki temel neden olduğu düşünülür: Birincisi, ulusal neden, yani ana dil kullanımının ulusal kimliğin doğal ifadesi olması, aynı zamanda da siyasi liderin yakın çevresindeki izleyiciyle dayanışma içinde olduğunun ifadesi (Baker, 1997, s. 113), ikincisi de taktiksel neden (Baranyai, 2011), yani çevirmenin “tampon bölge” işlevi görmesidir. Çevirmenin varlığının daha da önem kazandığı böyle bir ortamda, çevirmenin toplum nezdinde prestiji yüksektir, ancak çevirmen mesleki açıdan gücü çeviri talebinde bulunmuş olan üst düzey yetkili ile karşılaştırıldığında, sahip olunan maddi varlıklar ve yapılan eylemlerin denetlenmesi gibi bileşenler açısından denk değildir. Çevirmen güç ilişkilerinin asimetrik olduğu bu ortamda her bir sözcüğü mercek altına alınarak işini yapmaktan so- rumludur. Çeviribilim alanyazınında yazılı ve sözlü çeviride güç ilişkileri ve taraf/ tarafsız olma konusu incelenmiş olsa da Schäffner’ın (1997) belirttiği gibi “hassas” bir metin türü olmasından ötürü sözlü diplomasi metinleri çevirisi bağlamında bu konu yeterince incelenmemiştir. Bu çalışmada çevirmenin diplomasi çevirisi yapılan ortamdaki konumu ele alınarak çeviri sürecinde taraflı/tarafsız olma hali ve çevirmene yapılan denetim/müdahaleler mercek altına alınmaktadır. Çalışma, taraflılık/tarafsızlık konusunun böyle bir ortamda çok boyutlu olduğuna ve bu konunun çevirmenin sorumluluğunun ötes- inde olup, diplomasi çevirisi ortamındaki güç sahibi aktörler ve çevirmenin kararına bağlı olarak çeviri konusuna göre değişebileceğine, hatta aynı görüşme içerisinde belli konularda taraflı belli konu- larda tarafsız kalınabildiğine vurgu yapmaktadır. Denetimin sadece görüşme sürecinde çevirmenin söylediklerinin kontrol edilmesi anlamına gelmediği ortaya konmuştur. Gerekçelendirilebilir ve ger- ekçelendirilemez olarak ele alınabilen denetim adı altında yapılan diplomatik müdahaleler, sözdizimi değişikliklerinden, yeniden bağlamlaştırmaya kadar çeşitlilik gösterebilmektedir. Araştırma, konuları alanyazın araştırmaları, basına yansıyan örnekler ve şahsi mesleki deneyim/gözlemlerin yanı sıra söz konusu sorular için kendilerine ulaşılan diplomatik çevirmenlerin gözlem ve ifadelerinden yola çıkarak irdelemektedir. Çalışmanın içeriği hem çeviribilim hem de eğitim alanını ilgilendirmektedir. İleride de farklı hassas çeviri ortamlarında güç ilişkileri bağlamında çevirmenin konumu, çeviri sürecindeki taraflılığı/tarafsızlığı ve diplomasi metinleri çevirisine yapılan müdahaleler ele alınabilir. Ayrıca, bu çalışmanın bir devamı olarak, anket/röportaj vb. yollarla diplomasi çevirmeni ile görüşülüp, konu kül- türel ya da kültürlerarası olarak nicel bir çalışma halinde incelenebilir.

Abstract

In diplomatic meetings, though both parties may speak a common language, they prefer to speak their mother tongue and use an interpreter. There are two underlying reasons for his preference: first, national reason, that is, the use of mother tongue’s being a natural expression of the national identity as well as of cooperation of the political leader with the immediate audience (Baker, 1997, p. 113), and second, tactical reason (Baranyai, 2011),translator’s serving as “buffer zone”. In an area where the presence of the translator gains more significance, the prestige the translator possesses is high in the eye of the audience, however, the occupational identity of the translator is not equivalent to the high level official s/he is working for, in terms of material assets and supervision of actions. In such an environment of asymmetrical power relations, the interpreter has to fulfil his/her task in which each and every word is weighed. Though the translation studies literature has substantially examined power relations, being biased and unbiased in the translation and interpreting tasks, the issue has not been comprehensively analyzed in the interpreting of diplomatic texts, which are con- sidered to be “sensitive” in Schäffner (1997).This research analyzes the position of the interpreter in the setting of diplomatic interpreting with a focus on biasedness/unbiasedness along with the supervision of/intervention in the interpreting. The study reveals that this issue is multidimensional and beyond the interpreter’s responsibility in such a setting and emphasizes that it depends on the initiatives of actors and interpreters having different powers, and that the interpreters may even be expected to be alternately biased and unbiased during the same diplomatic meeting. It was found out that supervision is not only concerned with the control of the interpreter’s utterances during the in- terpreting process. Interventions sometimes made under “supervision” in diplomatic interpreting can be divided into two, namely, justifiable and unjustifiable and may vary from syntactic changes to re- contextualization. The study examines these issues through literature, examples from the Press and occupational observations/expressions of not only the author but also diplomatic interpreters who were reached for the purposes of this study. The content of the study concerns both translation stud- ies and interpreter training. Different sensitive interpreting settings may be handled to examine the position, biasedness/unbiasedness of and interventions in the interpreting for future studies.
