Abstract
Total quality management (TQM) has become an integral part of doing business on a global scale over the past twenty years. A requirement for exporting products to most major markets in the world today is verification thai the producer has appropriate quality systems in place. The primary means of providing this verification is through ISO 9000 certification. Developing nations have recognized that building a reputation for quality is key to their success. Malaysia and Turkey are two such developing nations. Separate surveys, using the same survey instrument, were conducted in Malaysia and in Turkey. In both cases the intent of the survey was to determine the extent of awareness and usage of TQM tools and concepts in companies in each country. Comparisons were made between ISO certified and noncertified companies, between geographical regions within each country and between sizes of companies. Considering that there were some distinct differences in the demographics of the samples from the two countries, there were some surprisingly similar results. There were differences in usage of TQM by region within each country. Both studies found differences between ISO 9000 certified and noncertified companies with the differences more often occurring in usage among basic tools/concepts. In both countries there was low usage of advanced tools across all firms, though in Malaysia younger firms reported higher usage of these tools. One disturbing similarity in findings was evidence in both countries that some tools were either being used incorrectly or were misunderstood by the user in both ISO 9000 certified companies and non-certified companies. This occurrence in both countries suggests that a flaw may have existed in ISO 9000 certification inspection procedures. One would hope that the implementation of the new standards for ISO certification will correct such problems for companies who earn certification in the future. Recent articles, Sun (2000), Haversjo (2000) andJeng (1998), indicate that seeking ISO 9000 certification combined with a TQM program may eliminate some of the problems.

Toplam Kalite Yönetimi (TKY), son 20 yılda global arenada iş yapmanın ayrılmaz bir parçası haline gelmiştir. Günümüzde önemli pazarlara ihracat yapmanın bir ön koşulu olarak, üreticilerin uygun kalite sistemlerine sahip olduklarını belgelemeleri gerekmektedir. ISO 9000 sertifikasyonu bu ön koşulu sağlamanın ana araçlarından birisidir. Gelişmekte olan ülkeler kalite konusunda ün sahibi olmanın başarılı olmakta anahtar rolü üstlendiğini farketmekte gecikmediler. Türkiye ve Malezya bunufarkeden gelişmekte olan ülkelere örnek oluşturmaktadır. Aynı anket çalışması Türkiye ve Malezya'da ayrı ayrı uygulanmıştır. Her iki çalışmada da amaç TKY araç ve yöntemlerinin işletmelerde ne kadar bilindiğinin ve uygulandığının saptanmasıydı. Her iki ülkede de ISO sertifikasına sahip olan ve olmayan işletmeler, coğrafi bölgeler ve işletme büyüklükleri açılarından karşılaştınlmıştır. iki ülkenin örneklemleri arasında demografik özellikleri açısından farklılıklar olmasına rağmen, elde edilen sonuçlar çarpıcı benzerliliklere işaret etmektedir. Her iki ülkede de TKY araç ve yöntemlerinin kullanılmasının bölgelere göre farklılık gösterdiği saptanmıştır. Yine her iki çalışmada ISO sertifikasına sahip olan ve olmayan işletmelerde özellikle temel TKY araç/yöntemlerinin kullanılmasında farklılıklar bulunmuştur. Bir başka benzerlik de, Malezya'da genç işletmelerin daha çok kullandıklarını belirtmelerine rağmen, ileri araç/yöntemlerin her iki ülkede de az kullanıldığı bulgusudur. Rahatsız edici diğer bir ortak bulgu ise, hem ISO sertifikasına sahip olan hem de olmayan işletmelerde, bazı yöntemlerin ya yanlış uygulandığı ya da kullanıcısı tarafından yanlış anlaşıldığıdır. Bu bulgu ISO sertifikasyonu denetleme sürecinde bazı aksaklıklar olabileceği konusunda bir uyarı niteliği taşımaktadır. Yeni standartların uygulanmaya konması gelecekte sertifika alacak şirketlerde aynı problemlerin yaşanmayacağı umudunu doğurmaktadır. Sun (2000), Haversjo (2000) ve Jeng (1998) gibi bazı yeni araştırmalar ISO 9000 sertifikasyonu sürecinin TKY uygulamaları ile bütünleştirilmesinin bazı problemleri önleyebileceğini öne sürmektedirler.
