Abstract

The state has been reformed in accordance with the changing requirements from the first day and this situation continues. In the idea of liberalism, the state has been reformed structurally and functionally in order to increase the continuity of capitalism, the mobility of capital and the rate of profit one of the most important discourses in this process is the limitation of the state. It is claimed that one of the main aims of liberalism is to limit the state. What does it mean to limit the state and how can the state be limited? Do localization policies explain the restriction of the state - that thought is a pre-admission- or change of position and function? Here, this study seeks to answer these questions in the special case of Turkey,

Özet

Devlet, tarih sahnesine çıktığı ilk günden itibaren değişen gereksinimlere uygun olarak reforma tabi tutulmuş ve tutulmaya da devam etmektedir. Liberalizm düşüncesinde devlet, kapitalizmin sürekliliğini, sermayenin hareketliliğini ve kâr oranlarını artırma amacıyla yapısal ve işlevsel olarak reforme edilmiş ve bu süreçte en önemli söylemlerden biri devletin sınırlandırılması olmuştur. Liberalizmin temel amaçlarından birinin devleti sınırlamak olduğu iddia edilmektedir. Peki devletin sınırlandırılması ne anlama gelmektedir ve devlet nasıl sınırlandırılabilir? Ve belki de bir ön kabul olmuş haliyle yerelleşme politikaları devletin sınırlandırılmasını mı yoksa konum ve işlev değiştirmesini mi anlatmaktadır? İşte, bu çalışma Türkiye örneği özelinde bu sorulara yanıt aramaktadır
