Abstract

The purpose of this study is to compare Turkish and Norwegian education systems to reveal the similarities and differences to shed light on general education systems and teacher training systems. In this comparative education study, horizontal approach that examines the separate elements of different education systems holistically is used. Accordingly, as the primary data sources, documents obtained from the relevant ministries and the reports prepared by international organizations were used. The results of the study suggest that Norwegian education system is decentralized and local authorities have the supervisory authority and responsibility over education. The duration of compulsory education in Norway is shorter and more budget is allocated to the financing of education than in Turkey. In contrast to 4 year-undergraduate teacher training programs in Turkey, Norway requires longer time in pre-service teacher education and five-year integrated master’s degree programs in teaching have been implemented since 2017. In addition, fully qualified teachers do not require further education to work in schools in Norway but graduates require intensive teacher candidate education in Turkey. Finally, Norway uses the open recruitment method for teachers, while the fully qualified teachers have a non-commissioned public employee status in Turkey

Özet

Çalışmada Norveç ve Türkiye’nin eğitim sistemlerinin genel yapısı ve öğretmen yetiştirme sistemleri karşılaştırılmıştır. Karşılaştırmalı eğitim çalışması olan bu araştırmada farklı eğitim sistemlerinin ayrı unsurlarını bütün halinde inceleyen yatay yaklaşım kullanılmıştır. Bu doğrultuda, birincil veri kaynakları olarak ilgili bakanlıklardan elde edilen dokümanlar ile uluslararası kuruluşların hazırladıkları raporlardan yararlanılmıştır. Verilerin analizi sonucuna göre, Norveç’te eğitim, merkezi şekilde yürütülmemekle birlikte yerel yetkililer eğitimin birçok alanında yetki ve sorumluluk sahibidirler. Ayrıca, zorunlu eğitim Norveç’te daha kısa sürelidir ve eğitimin finansmanına Türkiye’den daha fazla bütçe ayrılmıştır. Hizmet öncesi öğretmen eğitiminde ise Türkiye’den farklı olarak Norveç’te entegre yüksek lisans programları 2017 itibariyle uygulamaya konulmuştur ve yetiştirme süresi lisans eğitimi veren Türkiye’den daha uzun tutulmuştur. Bununla birlikte, Norveç’te göreve başlayan öğretmenlere ek program uygulanmazken, Türkiye’de aday öğretmenlik süreci yoğun bir program içerir. Ayrıca öğretmenlerin istihdamı konusunda Norveç’te açık işe alma yöntemi benimsenirken, öğretmenler memur olmayan kamu çalışanı statüsünde görev yapmaktadırlar.
