THE DEVELOPMENTS IN OTTOMAN DIPLOMACY IN THE PERIOD OF MODERNIZATION AND ITS EFFECTS ON THE OTTOMAN FOREIGN AFFAIRS ORGANIZATION

Abstract
The Ottoman Empire did not need to benefit of using the diplomacy that Western states had used for a long time in their interstate relations from its establishment to the beginning of 19th century. While the state used diplomacy by giving the status of Aman to the merchants and ambassadors of the western states during the period when it was at the peak of its power and it sent shortterm ambassadors to the necessary countries in the status of the ambassador when needed. Furthermore while the traditional foreign policy of the state was determined under the authority of the sultan in the Supreme Court, Foreign Affairs Clerk (Reis’ül Küttap) only served as the head of the clerks attached to the council and did not have a right to to act independently in foreign policy. Acceptance of envoys and ceremonies were carried on from traditional practices. Before making Western-style reforms in its institutions, the state carried out foreign policy according to Islamic principles. Besides feeling the necessity to change the perspective about the Western states, the Ottoman administration felt the necessity to make fundemental changes in its institutional structure especially in foreign affairs as a result of losing lands and the emergence of need for reforms. In time, these reforms were considered as the survival of the state. With the change of mentality especially in Selim III and Mahmut II and Tanzimat Periods, along with the reforms in the foreign affairs, Ottoman diplomacy and foreign relations were shaped according to the needs of the modern age, the state administration began to use diplomacy as the most important device in solving its issues.

Osmanlı Devleti devletlerarası ilişkilerinde, kuruluşundan itibaren 19. yüzyılın başlarına kadar, batılı devletlerin uzun yıllar boyunca aralarında kullandıkları karşılıklı diplomasiden yararlanma gereği duymamıştır. Devlet, gücünün zirvede olduğu dönemlerde batılı devletlerin tüccar ve elçilerine verdiği aman statüsü ile diplomasiyi tek taraflı şekilde kullanırken, ihtiyaç duyduğu durumlarda da fevkalade olarak elçi statüsünde gerekli ülkelere kısa süreli elçiler göndermişti. Ayrıca devletin geleneksel dış politikası, padişahın otoritesinde Divan-ı Hümayunda belirlenirken, Reis’ül Küttap sadece divana bağlı katiplerin reisi olarak görev yapmaktaydı ve dış politikada bağımsız olarak hareket etme imkanına sahip değildi. Elçi kabulleri, törenler geleneksel uygulamalardan kaynaklı olarak sürdürülmekteydi. Devlet, kurumları ile batılı tarzda reform yapmadan evvel, İslam esasına göre dış politikayı yürütürdü. Devletin toprak kaybetmeye başlaması ve ardından reform ihtiyacının doğması ile birlikte Osmanlı yönetimi, batılı devletlere bakış açısını değiştirme zorunluluğu hissetmesinin yanında, kurumsal yapısında da -başta hariciye olmak üzere- esaslı değişiklikler yapma gereği duymuştur. Zaman içinde bu reformlara devletin bekası olarak bakılmaya başlanmıştır. Özellikle III. Selim ve ardından gelen II. Mahmut ve Tanzimat Dönemlerinde zihniyet değişikliği ile birlikte, hariciye teşkilatında yapılan reformlarla Osmanlı diplomasisi ve dış ilişkileri yürüten müesseseler, artık modern çağın ihtiyaçlarına göre şekillenirken devlet yönetimi, diplomasiyi sorunlarını çözmede en önemli aygıt olarak kullanmaya başlamıştı.
