Abstract

Overlooking social roots and failing to take multi-cultural programmes of education as a reference during the process of establishing programmes of education, both eclipses the principle of equal opportunities by triggering the failures in education and causes the existing social inequalities to continue. According to this point of view, which is expressed as the theory of “cultural differences” in the literature, the lack of success of students in education results not from cultural deprivation, but from possessing a culture that is different to the dominant culture. This study discusses the matter of whether cultural differences are a factor which determine the inequalities in success, through the actors of the process – in other words, the teachers who experience and observe the process. The sample selected in line with this aim is Hakkari /Yüksekova. In depth interviews have been held with 17 teachers within this scope. The data which was obtained has been analysed with the method of content analysis. As a result, the teachers have stated that differences in language and ethnic identity also affect the success of students in education, as cultural differences, alongside the issues arising from the education system (such as the frequent change of teachers, the deficiency of teachers, the lack of professional experience, the lack of materials and the limited opportunities) and the social structure (such as the patriarchal social order, gender discrimination, polygamy and having crowded households).
