REASONS, DYNAMICS AND IDEOLOGICAL FOUNDATIONS OF THE MILITARY COUPS – THE CASE OF IRAQ

Abstract
Although military coups are political phenomena, which have occurred since the earlier eras in history, they have both increased in number and undergone structural transformations from the turn of the twentieth century. Today, coups are regarded as one of the significant threats against democratic and civilian governments and are usually studied under the headline of political violence. As coups are unwelcome events for democratic governments, the reasons and conditions causing coups are topics, which have frequently been studied. In this paper, we have first examined causes, dynamics and ideological foundations of the coups in general and then studied coups in Iraq with regard to these overall causes and conditions. Until 1968, Iraq was one of the countries which had witnessed coups most frequently, but after that year, no coups occurred. Both this fact and Iraq’s colonial past, multi-ethnic and sectarian social structure and newly shaped political system make this country a case worth studying on this issue. We can determine causes, dynamics and ideological foundations of the Iraqi coups as follows: Political instability especially arising from the multi-ethnic and sectarian structure, anti-imperialist and nationalistic reactions against British mandate and its Iraqi extensions, institutionalization of the prominent role of the military in civilian politics, prevalence of political violence and socio-economic changes and conflicts.

Askeri darbeler tarihin önceki dönemlerinden bu yana var olan bir olgu olsa da yirminci yüzyılda hem sayı olarak artmış, hem de yapısal değişiklikler geçirmiştir. Bugün darbeler demokratik ve sivil yönetimlerin karşısındaki en büyük tehditlerden biri olarak görülmektedir ve siyaset biliminde genellikle siyasi şiddet başlığı altında incelenmektedir. Askeri darbeler demokratik yönetimler için istenmeyen olaylar olduğu için darbelere yol açan sebepler ve şartlar sıklıkla incelenen konulardan biridir. Bu çalışmada da önce modern dönemdeki darbelerin sebepleri, dinamikleri ve ideolojik temelleri ele alınmakta, daha sonra da bu genel sebep ve şartlar çerçevesinde Irak’taki darbeler değerlendirilmektedir. Irak 1968’e kadar askeri darbelerin en çok yaşandığı ülkelerden biri olmuştur. 1968’den sonra ise bu ülkede herhangi bir darbe gerçekleşmemiştir. Gerek bu durum ve gerekse sömürge geçmişi, çok unsurlu ve karmaşık sosyal yapısı ve yeni şekillenen devlet düzeni Irak’ı bu hususta incelenmeye değer bir örnek haline getirmektedir. Irak’taki darbelerin sebepleri, dinamikleri ve ideolojik temelleri şu şekilde tespit edilebilir: Bilhassa çok unsurlu yapıdan kaynaklanan istikrarsızlık, İngiliz vesayetine ve onun Irak’taki yerli uzantılarına yönelik anti-emperyalist ve milliyetçi tepkiler, ordunun sivil siyasetteki rol ve ağırlığının kurumsallaşması, siyasi şiddetin yaygınlaşması ve yerleşmesi; sosyo-ekonomik değişimler ve çelişkiler.
