The Asylum and Conciliation Policy of Ottoman Empire Towards the People of Safavid Dynasty

Abstract
In the 16th century, Ottomans followed a conciliation policy to the people of Safavid Dynasty in order to encourage their submission and asylum to the Ottoman Empire. Ottoman sultans offered important positions and remarkable fortunes to Qizilbash comrades to ensure their submission to the empire. Accordingly, the tribes that made up the Safavid confederation were allocated living area and they were also provided with tax concession, thus aiming to return them to Ottoman lands. The interesting point in the policy of Ottomans towards the people of Safavids is that sectarian conflicts that had caused wars between the two parties had a limited effect on this policy. In this respect, Safavid policy shows the features of real-politic foreign policy which was based on the benefits to be obtained in political, military and economic terms.
Özet
Osmanlılar, XVI. yüzyılda Safevî tebaasının Osmanlı Devleti’ne itaat ve ilticasını teşvik eden bir istimâlet siyaseti benimsemişlerdir. Osmanlı sultanları, Kızılbaş emirlerinin itaatlerini temin için onlara önemli makamlar ve zengin gelirler teklif ettiler. Safevî konfederasyonuna dâhil olan aşiretlere de yurt tahsisi ve vergi kolaylıkları tanıyarak onların Osmanlı topraklarına dönüşünü sağlamaya çalıştılar. Osmanlıların Safevî tebaasına yönelik bu politikasında dikkat çeken husus, iki taraf arasında savaş nedeni olan mezhep anlaşmazlıklarının bu siyasette kısıtlı bir etkiye sahip olmasıdır. Bu bakımdan Osmanlıların Safevî politikası, siyasî, askerî ve ekonomik sahada elde edilebilecek faydalar üzerine kurulu reel-politik bir dış siyaset özelliği göstermiştir.
