Özet

I.Dünya Savaşının sonunda yenilen grupta yer alan Osmanlı Devleti, 30 Ekim 1918 tarihinde Mondros Mütarekesini imzaladı. Milletçe gösterilen fedakârlıklar, yapılan savaşlar ve son olarak Büyük Taarruz ve Başkomutanlık Meydan Muharebesinde kazanılan zafer ile 9 Eylül 1922 tarihinde İzmir’e ulaşıldı. Milli mücadelenin zaferle sonuçlandığı günlerde, Türk ordusunun İzmir’e doğru ilerlemesi sonrası Türkiye’den göç eden Rumların durumunu incelemek için Birleşmiş Milletler tarafından Norveçli kâşif Dr. Nansen görevlendirildi. Kutup kâşifi olarak tanınan Dr. Nansen’ın, Lozan görüşmeleri sürecinde “siyasi niteliği olmayan, yatıştırıcı olan ve büyük katkı sunabilecek” bir kişi olarak nitelendirildiği görülmektedir. İki taraf arasında mübadele fikrini öne süren Dr. Nansen, bunun iki ülkenin insanına da bölge barışına da önemli katkıda bulunacağını savunmuştur. Lozan Barış Görüşmeleri gündeminde olmamasına rağmen Dr. Nansen üzerinden mübadele meselesi Milletler Cemiyeti’nin etkin devletleri tarafından gündeme getirilmişti. Bu Türk tarafını güçsüzleştirerek kapitülasyonlar ve sınırların belirlenmesi ile tam bağımsız devletin inşası konularında taviz koparmaya yönelik bir diplomasi oyunuydu. Maksat diplomasi konusunda tecrübesi olmayan İsmet Paşa ve Türk heyetinin bu zaafından faydalanmaktı. Bu çalışmada arşiv kaynaklarından, basından ve konu ile ilgili diğer çalışmalardan yararlanılarak mübadele meselesinde Dr. Nansen’in rolü etüt edilecektir.

Abstract

At the end of World War I, the Ottoman Empire, which was in the defeated group, signed the Armistice of Mondros on 30 October 1918... On May 15, 1919, the invasion of Izmir was the spark of independence. As a result of self-devotion at a national level, wars, and finally the victory of Major Assault the troops managed to arrive in İzmir on September 9, 1922. In the days of national struggle resulted in the victory, just after the Turkish troops advanced to Izmir, Norwegian explorer Nansen Dr. was appointed by the United Nations to examine the situation of Greeks who emigrated from Turkey. Dr. Nansen, known as the polar explorer, has been described as a person who is “politically unattractive, consoling and able to make a great contribution during the Lausanne negotiations. Dr. Nansen, who suggested the idea of population exchange between the two sides, argued that this would contribute significantly to the peace of the region. Even though it was not on the agenda of Lausanne Peace Negotiations, the issue of population exchange was brought to the agenda by efficient states of the League of Nations via Dr. Nansen. This was a diplomatic trick for taking compromises about capitulations and the reconstruction of a fully independent country by determining borders, by means of weakening the Turkish side. The intention was to take advantage of the weakness of Ismet Pasha who was inexperienced about diplomacy. In this study, the role of Dr. Nansen in the issue of population exchange will be studied by using the sources of the archive, press and other related studies.
