Performance Applications in Health Transformation

Abstract

Since 2003, including new applications in health care, one of the main objectives of the Health Transformation Program is to ensure quality development at health services without regarding for public and private institutions. This transformation program in 2003, first as a performance-based payment system was developed to comply with the requirements of our country. Second, the program considered to be special for our country, based on the highest point of the effective delivery of quality health services in Corporate Performance and Quality Improvement Works have been added in 2005. With these two applications, without regard for public and private health care institution that provides seamless access to health services, strengthening health services infrastructure, health care processes, allowing accurate assessment, based on measurement of the degree of patient satisfaction and achieving the goals of a comprehensive assessment system was introduced in the hospital. In this study, first mentioned in the health sector in our country, and then explained the concept of health performance. Finally performance applications in health transformation are discusssed and the assessments of the authors are given.

Özet

2003 yılından itibaren sağlık alanındaki yeni uygulamaları kapsayan Sağlıkta Dönüşüm Programının ana hedeflerinden biri de sağlık hizmetlerinde özel ve kamu kurumu ayrımı yapmaksızın kalite gelişimini sağlamaktır. Bu dönüşüm programı kapsamında ilk olarak 2003 yılında ülkemiz şartlarına uygun performansa dayalı ek ödeme sistemi geliştirilmiştir. İkinci olarak ülkemize özel olarak düşünülen bu sisteme 2005 yılında sağlık hizmetlerinin etkin sunumunda kalitenin en üst noktasını esas alan Kurumsal Performans ve Kaliteyi Geliştirme çalışmaları eklenmiştir. Bu iki uygulama ile birlikte özel ve kamu sağlık kurumu ayrımı yapmaksızın sağlık hizmetlerine kesintisiz erişimi sağlayan, sağlık hizmetlerinin alt yapısını güçlendiren, sağlık süreçlerinin doğru bir şekilde değerlendirmeye imkân veren, hasta memnuniyetinin ve belirlenen hedeflere ulaşma derecesinin ölçümüne dayalı kapsamlı bir hastane değerlendirme sistemi hayata geçirilmiştir. Bu çalışmada, öncelikle ülkemizdeki sağlık sektöründen bahsedilmiş ve sonrasında sağlıkta performans kavramına değinilmiştir. Son olarak sağlıkta dönüşümde performans uygulamalarından söz edilerek yazarların değerlendirmelerine yer verilmiştir.
