Effect on The Public Administration of General Election System Implemented in Turkey between 1950 and 2002

Türkiye’de 1950 ile 2002 Yılları Arasında Uygulanan Genel Seçim Sistemlerinin Halk İradesine Etkisi

Abstract

This study was carried out with the aim of showing the effect of the election systems applied in the general elections held between1950-2002 on election results. In this study, the effects of the electoral systems applied in the general elections held between 1950-2002 were investigated. In the research, it was seen that the election laws applied in the general elections between 950-1960 gave importance to the stability of the governance. In the general elections held between 1960 and 1980, justice of representation was given importance in response to the pre-1960 political events. Likewise, in the general elections held after 1980, it was determined that the election law for stability in the administration was accepted in response to the political negatives before 1980. The electoral systems applied in elections are seen as important in terms of justice and stability in representation.

Özet

Bu çalışma 1950-2002 yılları arasında yapılan genel seçimlerde uygulanan seçim sistemlerinin seçim sonuçlarına etkisini ortaya koymak amacı ile yapılmıştır. Yapılan çalışmada1950-2002 yılları arasında yapılan genel seçimlerde uygulanan seçim sistemlerinin halk iradesine etkisi araştırılmıştır. 1950-1960 arasında yapılan genel seçimlerde uygulanan seçim siteminde yönetimde istikrara önem verildiği sonucuna varılmıştır. 1960-1980 arasında gerçekleştirilen genel seçimlerde 1960 öncesi yaşanan siyasi olaylara tepki olarak temsilde adalete önem verildiği görülmüştür. Aynı şekilde 1980 sonrası yapılan genel seçimlerde 1980 öncesi yaşanan siyasi olumsuzluklara tepki olarak yönetimde istikrar amaçlı seçim sisteminin uygulandığı tespit edilmiştir. Seçimlerde uygulanan seçim sistemleri temsilde adalet, ya da yönetimde istikrar açısından önemli görülmektedir.
