Abstract
Civilisation based conceptualisation was expressed with Farabi’s utopia of “Righteous Civilization” in İslamic thought. It is possible to say that this concept was inspired from the prophet’s city Medina. It is clear that the concept is neither similar to nor same as the concept of “civilisation” in the western culture. There are also differences between the city of western culture and the city of Islamic thought. In the Islamic city there are no formations based on class identities. The city is built around the “Mosque”. Cities, according to Farabi’s modelling, have to be founded upon the units of community and family. The neighborhood establishes a private space and does not contain workplaces. It is clear that Ottoman institutions of the city saw the people in the city as a “community”. The Ottoman State did not initiate any investment in social life. Naturally the community was responsible for the construction of the Ottoman neighborhood. The people of the neighborhood are said to have established a transcendental social atmosphere for rights and freedoms idealised in the modern centuries. Neighborhood used to create autonomous space for education, social life, and worshipping. The life space that makes the regulations of the modern times regarding compensation, social security, solidarity, and the union structure different but more functional was already existing in the neighborhood.

İslam düşüncesinde “Medeniyet” eksenli kavramlaştırma Farabi’nin “Fazıl Medeniyet” ütopyası ile ifadelendirildi. Bu kavramın Peygamber’in şehri Medine’den mülhem olduğu da söylenebilir. Kavramın Batı kültürüne ait civilization/ uygarlık ile bir benzerlik ya da ayniyet taşımadığı açıktır. Batı kültürünün “kent”i ile İslam düşüncesindeki “şehir” de farklılıklar arz etmektedir. İslam şehrinde sınıfsal kimliklere dayalı şekillenmeler yoktur. Şehir “Cami”nin etrafında kuruludur. Farabi’nin modellemesine göre şehirler, cemaat ve aile birimlerine dayanmak mecburiyetinde. Mahalle mahrem alan kurar ve işyeri barındırmaz. Osmanlı şehir kurumlarının şehir insanını “cemaat” halinde kavradığı açıktır. Osmanlı devleti, sosyal hayata yönelik hiçbir yatırıma girişmemiştir. Doğal olarak Osmanlı mahallesinin imarından mahalleli sorumluydu. Mahalle insanının, yaşadığı beldede modern yüzyıllarda idealize edilmiş hak ve özgürlüklere aşkın bir içtimai ortam sağladığı görülmektedir. Mahalle eğitim, sosyal yaşam, ibadette özerk alan açmaktaydı. Modern zamanların kefalet, sosyal sigorta, dayanışma, sendikal yapı ile ilgili düzenlemelerini farklı ama kesinlikle daha işlevsel kılan yaşam alanı mahallede tesis edilmişti.
