Homelessness and Theories Explaining Homelessness

Abstract
While the phenomenon of homelessness is a social problem that attracts more and more attention from social sciences, it is also obvious that we have a literature, which the social scientists cannot agree upon in conceptualizing and theorizing the problem. Languages, cultures and social and economic structures of societies can be considered as some of the most important reasons that social scientists are not in agreement on. On the other hand, until now ever made theories tell us what the phenomenon of homelessness is, what can happen in the background and important arguments for what we can do in the context of social policies. On the other hand, homelessness emerged as an important social problem in the 1980s, especially in developed countries, where capitalism was working with all its institutions and the individuality was at the forefront. For undeveloped and developing countries, poverty, insufficient income, migration, unemployment, urban transformation, market transformation, lack of self-realization, mental illness and substance dependence have begun to increase with the effect of change in family structure. Ultimately, we can say that these features and the phenomenon of homelessness are characterized by identified with the urban realm, together with a sort of conurbation. The study, starting from this basic thesis, discusses the theories about homelessness and the reasons for homelessness. First, two basic theoretical approaches are considered: “individual” and “structural” theoretical approaches. Second, theories that have emerged as alternatives to the two basic approaches that were mentioned are evaluated.

Evsizlik olgusu, sosyal bilimlerin ilgisini gün geçtikçe daha fazla çeken toplumsal bir sorun olmakla birlikte, sorununun kavramsallaştırmasında ve teorileştirilmesinde sosyal bilimcilerin hemfikir olamadığı bir literatüre sahip olduğumuz da aşikârdır. Sosyal bilimcilerin hemfikir olamamasının en önemli sebeplerinden biri ise toplumların sahip olduğu dilleri, kültürleri, sosyal ve ekonomik yapıları olarak gösterilebilir. Diğer taraftan, bugüne kadar yapılmış teoriler bizlere evsizlik olgusunun ne olduğuna, arka planında neler olabileceğine ve sosyal politikalar bağlamında bizlerin neler yapabileceğimize ilişkin önemli tezlerdir. Evsizlik, özellikle gelişmiş ülkelerde kapitalist süreçlerin etkisi ile ve akabinde oluşan bireyselleşmenin ön plana çıktığı 1980’li yılların önem bir sosyal sorunu olarak ortaya çıkmıştır. Gelişmemiş ve gelişmekte olan ülkeler için ise yoksulluk, yetersiz gelir, göç, işsizlik, kentsel dönüşüm, gelir dağılındaki yetersizlik, kendini gerçekleştirememe, akıl hastalığı, madde bağımlılığı ve aile yapısındaki değişimin etkisiyle artmaya başlamıştır. Nihayetinde, bu sayılan özelliklerin ve evsizlik olgusunun, kent alanıyla özdeşleştiğini, bir nevi yanlış kentleşmeyle birlikte ortaya çıktığını söyleyebiliriz. Çalışma bu temel tezden yola çıkarak; evsizlik olgusunu ve evsizliğin nedenlerini açıklamaya çalışan teorileri tartışmaktadır. İlk olarak, iki temel teorik yaklaşım ele alınır; “bireysel” ve “yapısal” teorik yaklaşımlar. İkinci olarak, belirtilen iki temel yaklaşıma alternatif olarak ortaya çıkan teoriler değerlendirilmektedir.
