Attempts of Jewish immigration to Palestine during the time of Abdulhamid II and Oliphant’s request for a Zionist Colony

Abstract

The Jewish immigration to Palestine that took place in the Ottoman period was a non-organic migration. Racist movements that after the French Revolution had spread to the entire world also affected the Jews. Jews who from the time when they had been sent into exile had claimed that this had been promoted to them by God, dreamed of a return to Palestine and of the creation of a Jewish state there. In order to realise these dreams nationalist/racist Jews who wished to profit from the chaotic context in the 19th century and the weaknesses of the Ottomans united and organised the economic and political powers that they possessed under the name of Zionist movement. The Zionist leaders who set out to establish a Zionist state in Palestine increased their support by benefiting from the nationalist and racist movements that were predominant in the public opinion of the word. The Zionists, thinking that they could separate land from the Ottoman Empire, which had been weakened as a result of that, offered a memorandum to the Ottoman government through Laurence Oliphant in the hope that they would be able to establish a Zionist colony in Belka province. The article first offers a mentality analysis in the framework of the terms Zionist and Zionism, and then discusses how in the process moving towards the memorandum the Ottomans perceived Zionism and how the memorandum influenced this perception.

Özet

Osmanlı İmparatorluğu döneminde Filistin’e yapılan Yahudi göçü inorganik bir göçtür. Fransız devrimi sonrasında bütün dünyaya yayılmaya başlayan ırkçı hareketler Yahudileri de etkilemiştir. Yahudiler, sürgüne gönderildikleri tarihten itibaren kendilerine Yahova (Yahudi tanrısı) tarafından vadedildiği iddiasında oldukları Filistin’e geri dönüp orada bir Yahudi devleti kurma hayalinde olmuşlardır. Bu hayallerini gerçekleştirmek amacıyla 19. Yüzyıldaki kargaşa ortamından ve Osmanlının zaafiyetlerinden istifade etmek isteyen milliyetçi/ırkçı Yahudiler elde ettikleri ekonomik ve siyasi güçlerini Siyonist hareket adı altında örgütlenerek birleştirmişlerdir. Filistin’de devlet kurma amacıyla yola çıkan Siyonist liderler, dünya kamuoyunda zirvede olan milliyetçi ve antisemitik hareketlerden istifade ederek desteklerini arttırmışlardır. Siyonist hareket bunların sonucu olarak zayıflayan Osmanlı’dan toprak koparabileceği düşüncesiyle Laurence Oliphant eliyle Osmanlı yönetimine Belka Sancağı’nda Siyonist bir koloni kurulabileceği umuduyla bir layiha sunar. Makalede öncelikle Siyonist ve Siyonizm kavramları çerçevesinde bir zihin analizi yapılacak, ardından Layiha’ya giden süreçte Osmanlı’nın Yahudi Göçü hakkında nasıl bir algıya sahip olduğu ve layihanın söz konusu algıyı nasıl beslediği tartışılacaktır.
