THE ECONOMIC STRUCTURE AND CHARACTERISTICS OF THE FEDERATION DESIRED TO BE ESTABLISHED IN CYPRUS ACCORDING TO THE SETTLEMENT PLANS OF THE UN

Abstract

In this research, the economic structure and characteristics of the federation desired to be established in Cyprus according to the settlement plans of the UN will be addressed. Based on this, the main purpose of the research is to discuss the efficiency and transparency of the economic structure of a federal state during the talks held between the parties in Cyprus and what the sustainable development models must be. According to this, it will be examined whether the economic structure of the federal state desired to be established in Cyprus is based on maintaining ‘economic integrity’ and creating the most reasonable and appropriate economic public order of the two founding partners. However, it will be necessary to eliminate the economic differences of the parties and implement economic activities which are beneficial to both sides. Therefore, it will be required to develop a new ‘social project’ and to launch a new ‘development model’ in Cyprus. Actually, the sustainable development strategy in Cyprus will be shaped between individual-individual, individual-founding state, individual-federal state, founding state-founding state, and founding state-federal state. But, the essential core will be between the ‘individual’ and the ‘federal state’. Or else, it will be likely that the entire system will collapse during a time of economic crisis. From this aspect, the federation to be established in Cyprus is also a socio-economic event as much as it is a legal one. Therefore, the security of the federal state in Cyprus should not only be maintained through effective and operational guarantees, but also through economic factors. However, this situation is not present in any of the settlement plans prepared by the UN. Based on this fact, the research consists of four main sections. In the first section, the economic characteristics of a federal state based on the Ghali Plan will be examined. In the second section, the economic conditions of a federal state based on the Annan Plan will be addressed. In the third section, the economic efficiency and transparency of the federal state foreseen to be established in Cyprus will be evaluated. In the fourth and final section, the details of the sustainable development model of federal Cyprus to be established will be reviewed

Bu araştırmada, BM çözüm plânlarına göre Kıbrıs'ta kurulmak istenen federasyonun ekonomik yapısı ve özellikleri ele alınmıştır. Buradan hareketle araştırmanın temel amacı, Kıbrıs'ta taraflar arasında cereyan eden görüşmelerde federal devletin ekonomik yapısının verimliliği, şeffaflığı ve sürdürülebilir kalkınma modellerinin neler olması gerektiği tartışılmıştır. Buna göre Kıbrıs'ta kurulmak istenen federal devletin ekonomik yapısı, 'iktisadî bütünlüğü' sağlamaktan ve iki kurucu ortağın en makul ve en uygun ekonomik kamu düzenini kurmaktan geçtiği görülmektedir. Ancak tarafların ekonomik farklılığının giderilmesi ve iki tarafın da yararına olan ekonomik faaliyetlerin hayata geçirilmesi gerekecektir. Bu yüzden Kıbrıs'ta yeni bir 'toplumsal proje' geliştirmek ve yeni bir 'kalkınma modeli' ortaya atmak gerekecektir. Aslında Kıbrıs'ta sürdürülebilir kalkınma stratejisi birey-birey, birey-kurucu devlet, birey-federal devlet, kurucu devlet-kurucu devlet, kurucu devlet-federal devlet arasında şekillenecektir. Ancak esas nüve, 'bireyle' 'federal devlet' arasında oluşacaktır. Aksi takdirde çıkabilecek ekonomik bir krizde, bütün sistemin yıkılması mümkün olacaktır. Bu yönüyle Kıbrıs'ta kurulacak federasyon, hukukî olduğu kadar sosyo-ekonomik de bir olgudur. Dolayısıyla Kıbrıs'taki federal devletin güvenliği, sadece etkili ve fiilî garantilerle değil, ekonomik unsurlarla da korunmalıdır. Ancak bu durum, BM'nin hazırladığı hiçbir çözüm plânında mevcut değildir. Bu gerçekten hareketle araştırma, dört ana bölümden oluşmaktadır. Birinci bölümde Gali Plânı'na göre federal devletin ekonomik unsurları incelenmiştir. İkinci bölümde Annan Plânı'na göre federal devletin ekonomik şartları ele alınmıştır. Üçüncü bölümde Kıbrıs'ta kurulması düşünülen federal devletin ekonomik verimliliği ve şeffaflığı değerlendirilmiştir. Dördüncü ve son bölümde ise kurulacak federal Kıbrıs'ta sürdürülebilir kalkınma modelinin ayrıntılarına bakılmıştır
