Abstract
\r\n The aim of this study is to approach the changes on the state's service supplier function. For this purpose, firstly the welfare state concept and the roles of the state are shortly mentioned. After that brief conceptual introduction, economical dimensions of the transition of welfare state practice and policies to neo-liberal state are elaborated. At the last part of the study, the changes that occur in the supply of public service correspondingly to the changes in the welfare state practices are discussed.\r\n
Özet
\r\n Bu çalışmanın temel amacı devletin kamu hizmeti sunumu işlevindeki değişimleri ele almaktır. Bu amaca yönelik olarak öncelikle refah devleti kavramı ile bu bağlamda devlete biçilen rollere kısaca değinilmiştir. Bu kısa kavramsal girişten sonra refah devleti uygulamalarından neo-liberal devlet anlayışına geçişin iktisadi boyutu üzerinde durulmuştur. Çalışmanın son bölümünde ise refah devleti uygulamalarında görülen farklılaşmaya paralel olarak kamu hizmetlerinin sunumunda ortaya çıkan değişim tartışılmıştır.\r\n
