Türkiye\'de kobi’lere yapılan destekler ve istihdam üzerindeki etkileri

Abstract

\r\n There are various definitions of the term, small and medium size enterprises SME's\r\n (KOBI’s). Generally enterprises which have up to 250 employees or whose net\r\n income per year is up to 25 million TL. are regarded as SME's. In almost all the\r\n developed and developing countries around 99% of the business enterprises are\r\n made up of SME’s. Apart from this, their shares in the fields of employment, exports,\r\n added value and investments are relatively low. In spite of this, SME’s are regarded\r\n as the pillar of economies. On the other hand, this sector, which is so crucial for the\r\n economy, has problems, too. The biggest of the problems is lack of capital. For this\r\n reason, the support of loans and finance for SME’s ranks first with 52%. As a matter\r\n of fact, the State organs are closely interested in such problems of SME’s in our time and give them due support, thus ensuring an increase in employment as well. In truth, SME’s are given support in Turkey in several ways by means of various\r\n institutions, particularly KOSGEB. In light of the current data, 3.222.133 SME’s\r\n operate in Turkey, which contribute to employment by 81% and to added value by\r\n 59%.\r\n

\r\n Bazı tanımları olmakla birlikte Türkiye'de genellikle çalışan sayısı 250 den az olan ya\r\n da yıllık net hâsılatı 25 milyon TL'yi geçmeyen işletmeler KOBİ kapsamı içine girmektedir. Gelişmiş ve gelişmekte olan hemen bütün ülkelerde işletmelerin\r\n yaklaşık %99'u küçük ve orta boy (KOBİ) işletmelerden oluşmaktadır. Bunun\r\n yanında istihdam, ihracat, katma değer ve yatırım alanlarındaki payları ise nispeten\r\n düşüktür. Buna rağmen KOBİ'ler ekonomilerin temel taşı olarak görülmektedir.\r\n Ekonomi için bu kadar önemli olan bu kesimin sorunları da vardır. Bu sorunlar\r\n arasında en önemli olanı kuşkusuz sermaye sıkıntısıdır. Bu yüzden KOBİ destekleri\r\n arasında kredi ve finansman desteği %52 ile ilk sırada yer alır. Günümüzde devlet\r\n organları, KOBİ'lerin bu sıkıntılarıyla çok yakından ilgilenmekte ve gerekli desteği\r\n yapmakta ve böylece istihdam artışı da sağlanmış olmaktadır. Türkiye'de başta\r\n KOSGEB olmak üzere çeşitli kurum ve kuruluşlar aracılığıyla KOBİ'lere değişik\r\n yollarla destek sağlanmaktadır. Mevcut verilere göre Türkiye'de 3.222.133 küçük ve\r\n orta boy işletme faaliyet halindedir. Bu işletmeler istihdama % 81, katma değere de\r\n %59 oranında katkı sağlamaktadırlar.\r\n
