Abstract
\r\n In this study, the reasons of security matter which became a fundamental problem especially in the metropoles, are taken up. In this context, it is aimed to state the falsities and deficiencies of the codification movements which is executed rigorously in recent years; and also make proposition to correct them.\r\n
