A Study on the Financial Structure of Ankara Metropolitan Municipality

Abstract

It is important in terms of resource allocation and efficiency that local governments, which are units closer to the public, meet the common and local needs of citizens living within the borders of the country. In this context, the role of local governments in the provision of public services both in our country and in the world is constantly increasing. The role of municipalities, which are local government units, in the provision of local services is quite high. The problems caused by urbanization have led to a search for a different management model for the management of large cities, and metropolitan municipalities have been established. Metropolitan municipalities, which must be financially strong, are very important in terms of the country's financial structure. The study aims to examine the financial structure of Ankara Metropolitan Municipality within the scope of recent law changes. In the study, the historical process of metropolitan municipalities and their financial structure within the scope of recent law changes were first examined. The financial structure of metropolitan municipalities was tried to be strengthened with the regulations brought by Law No. 6360. After mentioning the historical process of Ankara Metropolitan Municipality, the financial structure between the years 2012-2023 was examined. In this context, income and expenditure comparisons were made and the items with the largest share in the metropolitan municipality budget were examined.

Özet

Ülke sınırları içerisinde yaşayan vatandaşların ortak ve yerel ihtiyaçlarını halka daha yakın birimler olan yerel yönetimlerin karşılaması kaynak tahsisi ve etkinlik açısından önem arz etmektedir. Bu bağlamda gerek Türkiye’de gerekse dünyada kamu hizmetlerinin sunumunda mahalli idarelerin rolü sürekli artmaktadır. Yerel hizmetin sunumunda mahalli idare birimi olan belediyelerin rolü oldukça fazladır. Kentleşmenin meydana getirdiği sorunlar büyük kentlerin yönetilmesi ile ilgili farklı yönetim modeli arayışı içine girilmesine sebep olmuş ve büyükşehir belediyeleri kurulmuştur. Mali yönden güçlü olmaları gereken büyükşehir belediyeleri ülkenin mali yapısı açısından oldukça önemlidir. Çalışma son kanun değişiklikleri kapsamında Ankara büyükşehir belediyesinin mali yapısını incelemeyi amaçlamaktadır. Çalışmada ilk olarak büyükşehir belediyelerinin tarihsel süreci ve son yasa değişiklikleri kapsamında mali yapısı incelenmiştir. 6360 sayılı yasanın getirdiği düzenlemelerle büyükşehir belediyelerinin mali yapısı güçlendirilmeye çalışılmıştır. Ankara Büyükşehir belediyesinin tarihsel sürecine değinildikten sonra 2012-2023 yılları arasında mali yapı incelenmiştir. Bu bağlamda gelir gider karşılaştırması yapılarak büyükşehir belediye bütçesinde en fazla paya sahip kalemler ve finansman açıklarının nasıl karşılandığı incelenmiştir
