Economic Dynamics in Human Resources Management: The Relationship between Economic Growth, Working Hours and Labor Productivity in the Norway Example

Abstract
Labor productivity is a fundamental measure of economic development and plays an active role in increasing social welfare. Labor productivity is also a fundamental economic indicator used to test the relationship between human resources management and organizational performance. In this context, the importance of economic factors that affect labor productivity is increasing. In this context, the ARDL bounds test was applied in the study to determine the effect of changes in working hours and economic growth on labor productivity for Norway between 1991-2023, and the Toda-Yamamoto method was used to determine the causality between the variables. According to the test results, the effect of the working hours variable on labor productivity in the long term is statistically significant and negative. The economic growth variable has a significant and positive effect on labor productivity in the long term. On the other hand, the causality analysis results show that the effects of both economic variables included in the analysis on labor productivity are significant and that there is a one-way causality relationship towards labor productivity. The analysis results demonstrate that with the strong economic growth of the country and the strategic management of human resources, regulatory policies regarding working hours will have positive effects on labor productivity.

İşgücü verimliliği, ekonomik gelişmenin temel bir ölçütü olup, toplumsal refahın artırılmasında etkin rol oynamaktadır. Aynı zamanda işgücü verimliliği, insan kaynakları yönetimi ile örgüt performansı arasındaki ilişkiyi test edebilmek amacıyla kullanılan temel bir ekonomik göstergedir. Bu bağlamda işgücü verimliliği üzerinde etkisi olan ekonomik faktörlerin önemi artmaktadır. Bu doğrultuda çalışmada, Norveç için 1991-2023 yılları arasında çalışma saatleri ve ekonomik büyümedeki değişimlerin işgücü verimliliği üzerindeki etkisinin belirlenmesi amacıyla ARDL sınır testi uygulanmış ve değişkenler arasındaki nedensellik ilişkisini tespit etmek için Toda-Yamamoto yöntemi kullanılmıştır. Testin sonuçlarına göre, çalışma saatleri değişkeninin, uzun dönemde işgücü verimliliği üzerindeki etkisi istatistiki olarak anlamlı ve negatiftir. Ekonomik büyüme değişkeni ise uzun dönemde işgücü verimliliği üzerinde anlamlı ve pozitif bir etkiye sahiptir. Diğer taraftan nedensellik analizi sonuçları, analize dahil edilen ekonomik değişkenlerin her ikisinin de işgücü verimliliği üzerindeki etkilerinin anlamlı olduğunu ve işgücü verimliliğine doğru tek yönlü bir nedensellik bağının mevcut olduğunu göstermektedir. Elde edilen analiz sonuçları, ülkenin ekonomik büyümesinin güçlü olması ve insan kaynaklarının stratejik şekilde yönetilmesiyle çalışma saatlerine yönelik düzenleyici politikaların işgücü verimliliği üzerinde olumlu etkiler yaratacağını göstermektedir.
