Temporality, Migration and Housing: Spatial Proposals for the Syrian Population Under Temporary Protection in the Önder Neighborhood of Ankara

Abstract
In recent years, in Türkiye as elsewhere in the world, debates surrounding “migration” and “immigration” have become central to public discourse. However, within these discussions, largely framed through political, legal, and sociological lenses, the lack of spatial analyses concerning the housing needs and settlement patterns of migrant populations constitutes a significant gap. The omission of these spatial considerations ultimately contributes to the association of migrant communities with negative urban connotations such as disharmony, criminality, and exclusion. This article examines the architectural projects produced in Studio 1, which aim to develop alternatives addressing the housing and settlement challenges faced by the Syrian population living under legal “temporary protection” in Ankara’s Önder neighborhood. Reinterpreting the issues of migration, immigration, and housing through relevant theoretical debates, the article analyzes student projects that foreground the Syrian population’s relationship to the city, their coexistence with local residents, and their social, cultural, and economic empowerment. Within these projects, “temporality” is conceptualized as the condition of non-permanence experienced by the population, and the need to formulate new spatial and structural strategies that respond to this temporality is articulated as a central design concern

Son yıllarda tüm Dünyada olduğu gibi Türkiye’de de “göç” ve “göçmenlik” tartışmaları en önemli gündem başlıklarından birisini oluşturmaktadır. Ülkemizde çoğunlukla siyasi, hukuki ve sosyolojik açıdan yapılan bu tartışmalar içinde göç eden nüfusun barınma ihtiyaçlarına ve yerleşim alanlarına ilişkin mekânsal konuların yer almaması önemli bir eksikliktir. Tartışmalarda yer bulamayan bu konular sonuçta göç eden nüfusun yaşadıkları kentlerde; uyumsuzluk, suç, dışlanma gibi olumsuz başlıklarla anılır olmasına yol açmaktadır. Bu makale; Ankara Önder Mahallesi’nde hukuki açıdan “geçici koruma”8 altında yaşayan Suriyeli nüfusun barınma ve yerleşim sorunlarını çözecek alternatifler üretmeyi hedefleyen Atölye 1 mimari proje çalışmalarına odaklanmaktadır9 . Makalede; göç, göçmenlik ve barınma konusu teorik tartışmalar ışığında yeniden yorumlanmış, Suriyeli nüfusun kentle ilişkilenmesini, kentlilerle bir arada yaşamasını, sosyal ve kültürel açıdan gelişmesini ve ekonomik açıdan güçlenmesini önceleyen öğrenci projeleri üzerinden konu derinleştirilmiştir. Üretilen projelerde “geçicilik” anlamsal olarak nüfusun kalıcı olmama hali olarak ele alınmış, yapısal olarak “geçicilik” üzerine yeni strüktürel çözümler geliştirilmesi önemli bulunmuştur.
