The Birth of Traditional Ideas of Monarchy and Justice in the History of Western Political Thought: From Homer to Hesiodos

Abstract
This article analyzes the works of Homer and Hesiodos in order to understand the emergence of traditional ideas of monarchy and justice in the history of Western political thought. Homer and He-siodos, two great poets of ancient Greek civilization, influenced not only the development of Greek literature but also Greek thought. The influence of the Greek poets has often been thought of in con-junction with the social function of myths, often called ideological. However, Homer and Hesiodos also made important contributions to the history of political thought through the creation of myths. Homer’s decisive influence is on the conception of aristocracy and mythical monarchy through the “king” type. Hesiodos, on the other hand, is considered the pioneer of the ideas of the city-state and justice as the good social-political order in Western political thought. Homer’s epics are not only about war but also about political struggles during war. The main political characteristic of these epics is the presentation of a certain type of political authority, sovereignty and regime. Homer’s epics set aristocracy as a social-political system against democracy and monarchy as a political re-gime. The works of Hesiodos, too, carry political statements that go far beyond reflecting an order of the Gods and describing the way people work. Hesiodos describes a struggle for sovereignty through the struggle of the gods. This is followed by the establishment of order. But what makes Hesiodos distinctive is his search for good order. In his search for good order, Hesiodos captures the horizon of the city-state. As a well-established order, the city-state requires justice. Therefore, the antecedents of an idea that will be influential in Greek thought from Plato to Aristotle and that will be grounded by political philosophy appear.

Bu makale Batı siyasal düşünceler tarihinde geleneksel monarşi ve adalet fikirlerinin doğuşunu anlamak amacıyla Homeros ve Hesiodos’un eserlerine odaklanıyor. Yunan ozanlarının etkisi genellikle mitlerin ideolojik olarak adlandırılan toplumsal işlevleriyle birlikte düşünülmüştür. Bununla birlikte, Homeros ve Hesiodos, mitlerin oluşturulması aracılığıyla siyasal düşünceler tarihine de önemli katkılarda bulunmuşlardır. Homeros’un tayin edici etkisi, kral, aristokrasi ve efsanevi monarşi anlayışları konusunda iken, Hesiodos Batı siyasi düşüncesinde iyi toplumsal-siyasal düzen olarak kent-devlet ve adalet fikirlerinin öncüsü sayılır. Homeros’un destanlarında salt savaş yoktur; savaş esnasında yaşanan siyasal mücadeleleri de görürüz. Bu destanların siyasal açıdan temel özelliği, belli bir siyasal yetke (otorite), egemenlik ve rejim türünün ortaya konulmasıdır. Homeros’un destanları demokrasiye karşı bir toplumsal-siyasal dizge olarak aristokrasiyi ve siyasal rejim olarak monarşiyi belirler. Hesiodos’un eserleri de bir Tanrılar düzenini ortaya koymak ve insanların çalışma biçimlerini anlatmanın çok ötesinde siyasal bildirimler taşır. Hesiodos, Tanrıların mücadelesi ile bir egemenlik savaşını anlatır. Bu mücadele ve savaşı toplumsal-siyasal düzenin kuruluşu takip eder. Fakat Hesiodos’u ayırt edici kılan –salt düzen değil– iyi düzen arayışıdır. Hesiodos iyi düzen arayışı çerçevesinde kent-devlet ufkunu yakalar. İyi kurulmuş bir düzen olarak kent-devletin adaleti temel alması gerektiği fikri Hesiodos’un siyasal bildirimlerinden biridir. Böylece Yunan düşüncesinde Platon’dan Aristoteles’e etkili olacak, siyaset felsefesi tarafından gerekçelendirilecek bir düşüncenin öncülleri belirmiş olur.
