The Impact of Innovations on Unemployment: The Case of Turkiye

Abstract
In a rapidly digitalizing world with technological developments, the replacement of the labor force by machines has led to the discussion of the effects of innovations on employment. The aim of the study is to identify the effects of innovations on employment and to determine through which channels the constructive and destructive effects of innovations on employment emerge. For this purpose, the share of information and communication technology product exports in total product exports (ICT), the share of total research and development expenditures in GDP (R&D) and accepted patent applications are used as innovation indicators in the study and their effects on unemployment in Turkiye during the 2000-2020 period are analyzed using ARDL analysis. As a result of the study, it is found that R&D and ICT increase unemployment in the long and short run, while accepted patent applications decrease unemployment in the short run and have no significant effect on unemployment in the long run.
Özet
Teknolojik gelişmeler ile birlikte hızla dijitalleşen dünyada makinelerin işgücünün yerini alması inovasyonların istihdam üzerindeki etkilerinin tartışılmasına sebep olmuştur. Çalışmanın amacı, inovasyonların istihdam üzerindeki etkilerini tespit etmek ve inovasyonların istihdam üzerinde oluşturduğu yapıcı ve yıkıcı etkilerin hangi kanallar aracılığıyla ortaya çıktığını saptamaktır. Bu amaç doğrultusunda, toplam ürün ihracatı içerisinde bilgi ve iletişim teknolojileri ürün ihracatının payı (BİT), toplam araştırma ve geliştirme harcamalarının GSYH içerisindeki payı (Ar-Ge) ile kabul edilen patent başvuruları çalışmada inovasyon göstergesi olarak kullanılmış ve Türkiye’de 2000-2020 döneminde işsizlik üzerindeki etkileri ARDL analizi kullanılarak incelenmiştir. Çalışma sonucunda, Ar-Ge ve BİT’in uzun ve kısa dönemde işsizliği artırdığı, kabul edilen patent başvurularının kısa dönemde işsizliği azalttığı uzun dönemde ise işsizlik üzerinde anlamlı bir etkisi olmadığı tespit edilmiştir.
