Modern iktisat teorilerinin gündeme gelmesiyle birlikte beşeri sermaye kavramı önem kazanmış olup, emek ve fiziki sermayeye ek olarak üretim fonksiyonlarında yer almaya başlamıştır. Bu bağlamda, makalede öncelikle beşeri sermaye olgusu ayrıntılı olarak tartışılmış ve daha sonra Türkiye?deki 1990 sonrası hükümetlerin beşeri sermayenin gelişmesine yaptıkları katkılar betimsel olarak incelenmiştir. Sonuç olarak, son zamanlarda beşeri sermaye yatırımlarına önem verilmekte olsa bile, Türkiye için istenen düzeylere ulaşılamadığı kanısına varılmıştır.
