Abstract

Is it possible to consider the existence of financial regulations or financial regulators in a period when today's financial instruments do not yet exist? Regulatory rules and institutions are needed in every era where individuals and communities exist. The documents show the existence of financial regulations that are not in the current sense of finance but are based much earlier than antiquity. In this study, based on the process approach, firstly the necessary conditions for financial regulation were examined within the period from the ancient ages to the 13th century and the industrial revolution. The financial developments from the Industrial Revolution to the Bretton Woods Conference were briefly discussed. While the periods are examined, scientific advances and effects of the globalization process are also mentioned. In the final part of this study, an overview is given of the change and transformation in the field of finance from the antiquity to the beginning of the globalization movement
