Abstract

Bill of lading, one of the most important documents of international maritime transport, is a valuable document representing the cargo. The fact that the bill of lading does not reach the destination port where the cargo will be discharged on time brings some problems. The increase in global transportation activities, the expansion of trade volume, the acceleration of ships and port operations have now referred the shipping parties to a bill of lading that can respond to their needs, can be transmitted quickly and can be created in electronic environment. Thus, the bill of lading, which is a valuable paper, will be transferred to the electronic environment and the disadvantages arising from the paper environment will be eliminated. The aim of this study is to evaluate the applicability of the e-bill of lading concept for Turkey by making a legislative analysis and to determine which maritime transport line can be piloted primarily. In the study, e-bill of lading infrastructure applications were explained and the current legislation of Turkey regarding e-bill of lading was analyzed. Evaluations were made to eliminate the deficiencies obtained as a result of the analysis and the relevant maritime transportation line was determined. As a result of the study, suggestions were made to eliminate the deficiencies of Turkey's current legislation on the concept of e-bill of lading.
