Abstract

Disasters are not just natural or technological events but also social phenomena. This paper addresses the political aspects of climatological and environmental disasters that occurred in Türkiye from 1948 to 2023 and seeks to understand how politicians define and construct these disasters in the context of daily politics. Drawing upon The Centre for Research of Epidemiology of Disasters database and Cumhuriyet newspaper archives, it analyses political statements made after 29 different disasters in Türkiye using qualitative content analysis. The study finds that “calamity (felaket),” which is rather a sentimental word in Turkish language, is the most frequently used definition of disasters in Türkiye, followed by “disaster (afet)” and “event (olay).” It is also argued that while governments in Türkiye endeavour to attribute the disasters’ causations and negative consequences to “the other,” opposition tends to blame the government most of the time. The paper concludes that the way Turkish politicians define a disaster as escaping from responsibilities, legitimising disasters’ negative impacts, or blaming each other reveals implicit and explicit power struggles between the government and the opposition.
