While the perception of “guest” is integrated with the Syrians, with the understanding that the Syrians are permanent, social cohesion studies have come to the agenda. The rise of various discourses from the local people in the process from guest to permanence emphasizes the multi-dimensionality of the problem. In this study, the concept of social cohesion that has gained importance with the understanding that Syrians, under temporary protection, are permanent is examined within the framework developed by Scudder to analyze the processes resettlement of involuntary displacement. The framework has been adapted to offer a perspective on the situation of Syrians in Turkey. Thus, the process from 2011 to the present has been examined. In addition, attention was drawn to the legislative work carried out in the historical process and the goal of social cohesion of these studies was questioned. As a result, it has been understood that temporary protection status, which prevents Syrians from having equal rights with the local people and reinforces the perception of temporariness does not support Syrians to establish a future for them and integrate with local people in Turkey.

“Misafirlik” algısı Suriyeliler ile bütünleşmişken Suriyelilerin kalıcı olduğunun anlaşılmasıyla birlikte sosyal uyum çalışmaları gündeme gelmiştir. Misafirlikten kalıcılığa evrilen süreçte yerel halktan da çeşitli söylemlerin yükselmesi sorunun çok boyutluluğuna vurgu yapmaktadır. Bu çalışmada geçici koruma altındaki Suriyelilerin Türkiye’de kalıcı olduklarının anlaşılmasıyla birlikte önem kazanan sosyal uyum, Scudder’in istemsiz yerinden edilenlerin yeniden yerleşme süreçlerini analiz etmek üzere geliştirdiği çerçeve kapsamında incelenmektedir. Çerçeve Türkiye’deki Suriyelilerin durumuna dair bir bakış açısı sunacak şekilde uyarlanmıştır. Böylece 2011 yılından günümüze dek uzanan süreç de incelenmiştir. Ek olarak tarihsel süreçte yapılan mevzuat çalışmalarına dikkat çekilmiş ve bu çalışmaların sosyal uyum hedefi sorgulanmıştır. Sonuç olarak Suriyelilerin yerel halk ile eşit haklara sahip olmasını engelleyen ve geçicilik algısını pekiştiren geçici koruma statünün Suriyelilerin Türkiye’de kendilerine bir gelecek kurmalarını ve yerel halk ile bütünleşebilmelerini desteklemediği anlaşılmıştır.
