In the study, the Report of the Parliamentary Research Commission “Established to Determine the Measures to be taken in Earthquake Management by Investigating the Earthquake Risk” published in 2010 and the Report of the Parliamentary Research Commission “Established to Determine the Measures to be taken to Minimize the Damages of Earthquakes and the Measures to be taken against the Earthquake”, published in 2021, subjected to a comparative analysis. The aim of the study is to make a comparative evaluation of these reports and to reveal the main themes emphasized regarding the reduction of disaster risks in particular for earthquakes. The reports were coded with keywords determined by experts, converted into numerical data and analysed using the MAXQDA program. Within the scope of the study, the similarities and differences of the reports were examined. As a result of the analysis, it was seen that the two reports have similarities at the rate of 60% and the urban transformation and building inspection systems are the prominent issues in both reports.

Çalışmada, 2010 yılında yayımlanan “Deprem Riskinin Araştırılarak Deprem Yönetiminde Alınması Gereken Önlemlerin Belirlenmesi Amacıyla Kurulan” Meclis Araştırması Komisyonu Raporu ile 2021 yılında yayımlanan “Depreme Karşı Alınabilecek Önlemlerin ve Depremlerin Zararlarının En Aza İndirilmesi İçin Alınması Gereken Tedbirlerin Belirlenmesi Amacıyla Kurulan” Meclis Araştırması Komisyonu Raporu karşılaştırmalı bir analize tabi tutulmuştur. Çalışmanın amacı, bu raporların karşılaştırmalı olarak değerlendirmesini yaparak deprem özelinde afet risklerinin azaltılmasına ilişkin vurgulanan ana temaları ortaya çıkarmaktır. Raporlar uzmanlarca belirlenen anahtar kelimeler ile kodlanarak sayısal veriye dönüştürülmüş ve MAXQDA programı kullanılarak analiz edilmiştir. Çalışma kapsamında raporların benzerlikleri ve farklılıkları incelenmiştir. Analiz sonucunda iki raporun %60 oranında benzerlikler taşıdığı, kentsel dönüşüm ve yapı denetim sistemlerinin iki raporda da öne çıkan konular olduğu görülmüştür.
