Abstract
Disasters/potential energy sources often occur due to their systems/formations/structures, and sometimes due to human influence, and cause damage in/around the region where they occur. Although some of the early warning or alarm systems installed in the world can predict some energy releases/events before disasters, some cannot be predicted and nothing can be done in the first hours of the disaster. Today's accepted disaster management consists of 4 basic stages:mitigation, preparedness, response and recovery. There are different roles and responsibilities at each stage. According to the Turkey Disaster Response Plan, there are 28 service groups at the stages of disaster response. Press/media institutions and organizations have an effective responsibility especially in the activities of the Communication Service Group, as they are at every stage of the disaster management system. TRT Institution is also in the scope of its duties and responsibilities in all stages of disaster management, since it is in the Communication Service Group and is the only public broadcasting institution in Turkey. In our study, we discussed the approach of the General Directorate of TRT Institution to disasters and disaster events in the General Broadcast Plans between 2006-2018. We believe that in a healthy disaster management, the disaster management stakeholders' recognition of each other's plans can lead to a more effective struggle in the following processes.

Afetler/potansiyel enerji kaynakları, çoğu zaman kendi sistemleri/oluşumları/yapıları gereği, kimi zaman da insan etkisi ile meydana gelmekte ve de gerçekleştiği bölgede/bölge etrafında zararlara neden olmakta. Dünya üzerinde kurulu bazı erken uyarı veya alarm sistemleri afetler öncesinde bazı enerji salınımlarını/olaylarını tahmin edilebilse de bazıları tahmin edilemediği gibi afetin gerçekleştiği ilk saatlerde hiçbir şey de yapılamamaktadır. Günümüz kabul görmüş afet yönetimi, zarar azaltma, hazırlık, müdahale ve iyileştirme olmak üzere 4 temel aşamadan meydana gelmektedir. Tüm seviyelerde değişik roller ve sorumlular mevcuttur. Türkiye Afet Müdahale Planı’na göre afetlerle mücadele aşamalarında 28 hizmet grubu bulunmaktadır. Basın/medya kurum ve kuruluşları da afet yönetim sistemin her aşamasında oldukları gibi özellikle Haberleşme Hizmet Grubu faaliyetlerinde etkin bir sorumluluğa sahiptir. TRT Kurumu da Haberleşme Hizmet Grubunda olmak ve de Türkiye’nin tek kamu yayın kuruluşu olması hasebiyle de afet yönetimi aşamalarının tamamında görev ve sorumlukları kapsamında yer almaktadır. Biz de çalışmamızda, TRT Kurumu Genel Müdürlüğünün 2006-2018 yılları arası Genel Yayın Planlarındaki afet ve afet olaylarına yaklaşımını ele aldık. Sağlıklı bir afet yönetiminde, afet yönetimi paydaşlarının birbirlerinin planlarını tanımasının sonraki süreçlerde daha etkin bir mücadeleyi getirebileceği kanaatindeyiz.
