Abstract
In this study, it is aimed to reveal the perspectives of forest engineers working with service procurement to forestry profession and the problems they encounter in service procurement. The Chamber of Forest Engineers operating under the Union of Chambers of Turkish Engineers and Architects of Düzce, Bolu and Sakarya provinces determined as the field of study, and the forestry managers working in the management of the state forest enterprises within the borders of the province of Sakarya branch office. It is aimed to determine the points of view, the problems they encounter and their opinions and suggestions for the solution of these problems. The questionnaire form created within the scope of the study was tried to be applied to all forest engineers (90 persons) in the study area by the full count method, and 71 forest engineers responded. Data were collected by the interview method to the whole forest managers in the study area. According to researches; the main problems expressed and experienced by forest engineers employed with the approach of service procurement, which are described as outsourcing; difficulties due to bureaucracy, lack of forest engineering undergraduate education, inability to increase the diversity of activities, some legal gaps arising due to the authorization law numbered 5531, disputes in legislation and laws, etc. In the study, by revealing these problems; it has been observed that there is a need for development of common solution seeking platforms in which solution suggestions related to the subject can be attended, especially by decision makers of General Directorate of Forestry, educational institutions, vocational chamber and representatives of all other interest groups. In addition to these results, suggestions were developed for the solution of the problems experienced regarding the issue by taking the opinions of the forest management managers who contributed to the employment of forest engineers with the service procurement approach.

Bu çalışmada, hizmet alımı ile çalıştırılmakta olan orman mühendislerinin ormancılık mesleğine olan bakış açılarının ve hizmet alımında yaşadıkları sorunların ortaya konması amaçlanmaktadır. Çalışma alanı olarak belirlenen Düzce, Bolu ve Sakarya illeri Türk Mühendis ve Mimar Odaları Birliği’ne bağlı olarak faaliyet gösteren Orman Mühendisleri Odası Sakarya şubesi sınırları içerisindeki hizmet alımı yöntemi ile çalışmakta olan orman mühendislerinin ve bu illerin sınırları dâhilindeki devlet orman işletmelerinin yöneticilerinin konuya ilişkin bakış açılarının, karşılaştıkları problemler ve bu problemlerin çözümüne ilişkin görüş ve önerilerinin belirlenmesi hedeflenmiştir. Çalışma kapsamında oluşturulan anket formu, çalışma alanındaki tüm (90 kişi) orman mühendislerine tam sayım yöntemi ile uygulanmaya çalışılmış, toplamda 71 orman mühendisinden cevap alınmıştır. Çalışma alanındaki orman işletme müdürlerinin ve yardımcılarının ise tamamı (38 kişi) ile sözlü mülakat yöntemi ile veri toplanmıştır. Çalışma sonuçlarına göre; dış kaynak kullanımı olarak nitelendirilen hizmet alımı yaklaşımıyla istihdam edilen orman mühendislerinin yaşadıkları başlıca sorunlar; bürokrasi nedeniyle faaliyetlerinin zorlaşması, orman mühendisliği lisans eğitiminin yetersizliği, faaliyet çeşitliliğinin artırılamaması, 5531 sayılı Meslek Yetki Yasası sebebiyle ortaya çıkan bazı hukuki boşluklar, mevzuat ve kanunlardaki uyuşmazlıklar vb. olarak ifade edilmektedir. Çalışmada, bu sorunlar ortaya konarak; konu ile ilgili çözüm önerilerinin başta eğitim kurumları, meslek odası ve Orman Genel Müdürlüğü’nün karar vericileri ile konuyla ilişkili diğer tüm ilgi gruplarının temsilcilerinin de katılabileceği ortak çözüm arama platformlarının geliştirilmesine ihtiyaç olduğu görülmüştür. Bu sonuçlara ek olarak hizmet alımı yaklaşımı ile orman mühendisi istihdamına katkıda bulunan orman işletme müdürlerinin de görüşleri alınarak konu ile ilgili yaşanmakta olan sorunların çözümüne ilişkin öneriler geliştirilmiştir.
