Abstract

Culture is one of the important elements that determine the behavior and interaction of people in society. Culture is shared by a particular social group, occurs on a social background, and most importantly is a collective structure. This feature of culture has a function of determining the behavior and interactions of members of the social group. It is also a starting point for the innovations to be realized in the buildings. This is also important for organizations. Because organizations need to develop a number of cultural elements in order to reach their goals, to increase production, to create work ethic, to reduce the tensions that may occur in the organization, to orientate to the strategic goals and to ensure the loyalty of the employees. Organizational culture is shaped by society, organizations and individuals depending on the type of work, and cultural elements are not materially visible but known to employees. Depending on the occupation areas, the police organization differs from other public units. In this study, it was aimed to discuss the role of the organizational cultures developed by this organization and the talents of Homicide Investigation Bureaus (HIB), a subdivision organization of the police organization. For this purpose, in-depth interviews with 22 investigators and semi-structured interviews with 97 investigators of the HIB staff were collected and analyzed. As a result, it was observed that in the HIB there is a need for a set of organizational culture characteristics (attention, rigor, “grandiose” police status, team leaders, etc.) that a talented personality can actively possess, in addition to possessing a set of talents that characterize the workers (teaming, knowledge management and communicative skills).
